See salient characteristics below. This requirement is in support of the CTVHCS ability to conduct ultrasounds with diverse clinical settings, that provide advanced image clarity, for diagnostic ultrasound imaging. The CTVHCS has the need for this particular ultrasound for its unique capabilities and ease of use in a clinical setting. DATE OF MANUFACTURE MUST NOT BE GREATER THAN 2 YEARS BEFORE THE PURCHASE ORDER DATE. THE EQUIPMENT MUST NOT BE USED OR REFURBISHED AND MUST HAVE THE LATEST MANUFACTURER S SOFTWARE/HARDWARE UPDATES INSTALLED. GENERAL CONDITIONS Site Address The address of the Central Texas Veterans Health Care System is provided below. 1901 Veterans Memorial Drive Temple, TX 76504 Delivery Schedule Items shall be delivered no earlier than the estimated delivery start date and no later than the delivery end date listed in Table 2 below. Delivery schedule can change depending on date of award. CTVHCS is looking for delivery within 30 calendar days of award. 2.3.2 The awardees actual delivery dates will be confirmed by VA upon award. 2.3.3 Post-award, the vendor will coordinate delivery identified in this document with the CTVHCS prior to beginning any work (See Section 2.4). Once the dates have been confirmed, modifications to the schedule are subject to written approval by the CO, COR and the vendor. Delivery and Receiving 2.4.1 Delivery and receipt of the proposed items is anticipated to be directed to the location identified below. Confirmation of delivery location will be provided post-award. To coordinate delivery, contact Government POC Cindy Fields at (254) 743-1429, cindy.fields@va.gov or Robert France at (254) 743-2504, Robert.france@va.gov. CTVHCS (Direct Delivery to address detailed in paragraph 2.1) 2.4.2 The vendor is required to define the need for a staging area to accommodate item delivery, if needed. Post-award, this information will be confirmed with the vendor. 2.4.3 The vendor is required to manage and coordinate delivery/installation at the CTVHCS with the COR or her representative. 2.4.4 On-site assembly and installation of items, and performance of services identified in this document shall take place during normal business hours at the CTVHCS which are defined as: 8:00 AM to 4:30 PM Central Standard Time, Monday through Friday, and excluding Federal Holidays. Training Clinical Training Training shall include initial setup and user training; onsite training for go-live support, super user training and follow-up training. Clinical training must take place at the facility. Guide Needles Precisely: Auto SNP (Steep Needle Profiling) helps in-plane needle visualization from multiple angles with one system interaction. The clinician simply advances the needle at the angle optimal to reach the target. Rest Assured with Data Security: Sonosite PX includes robust security features to keep patient information safe and networks secure. The system meets FIPS199, FIPS200, and NIST 800-53. As prescribed in 11.107(a), insert the following provision: Brand Name or Equal (Aug 1999) (a) If an item in this solicitation is identified as brand name or equal, the purchase description reflects the characteristics and level of quality that will satisfy the Government s needs. The salient physical, functional, or performance characteristics that equal products must meet are specified in the solicitation. (b) To be considered for award, offers of equal products, including equal products of the brand name manufacturer, must- (1) Meet the salient physical, functional, or performance characteristic specified in this solicitation; (2) Clearly identify the item by- (i) Brand name, if any; and (ii) Make or model number; (3) Include descriptive literature such as illustrations, drawings, or a clear reference to previously furnished descriptive data or information available to the Contracting Officer; and (4) Clearly describe any modifications the offeror plans to make in a product to make it conform to the solicitation requirements. (End of clause) VAAR 852.212-72 Gray Market Items: a) Gray market items are Original Equipment Manufacturers' (OEM) goods sold through unauthorized channels in direct competition with authorized distributors. This procurement is for new OEM medical equipment only for VA Medical Centers. No remanufactures or gray market items will be acceptable. (b) Vendor shall be an OEM, authorized dealer, authorized distributor or authorized reseller for the proposed equipment/system, verified by an authorization letter or other documents from the OEM, such that the OEM's warranty and service are provided and maintained by the OEM. All software licensing, warranty and service associated with the equipment/system shall be in accordance with the OEM terms and conditions.
