Description
NOTICE OF PROPOSED CONTRACT ACTION The Department of Veterans Affairs, Veterans Integrated Service Network (VISN 2), Hudson Valley Healthcare System VA Medical Center, Montrose, NY, intends to award a sole source contract under the authority of 41 U.S.C 253(c) (1) - FAR 6.302-1 Only one responsible source and no other supplies or services will satisfy agency requirements, to Paradigm Engineers and Constructors, PLLC 200 Envoy Circle #201, Louisville, KY 40299, to perform Construction Period Services (including Site visits and post-construction services). The place of performance is VA Hudson Valley Healthcare System Montrose Campus, 2094 Albany Post Road, Montrose, NY 10548. This action will result in a Firm-Fixed Price contract with a period of performance of two hundred forty 240) calendar days. This notice of intent is not a request for a quotation; interested parties may express their interest by providing a capabilities statement no later than July 23, 2021 at 4:00 PM EST. The capabilities statement must provide clear and unambiguous evidence to substantiate the capability of the party to provide the required services. A determination not to compete this proposed contract upon responses to this notice is solely within the discretion of the Government. Verbal responses are not acceptable and will not be considered. If after July 23, 2021 at 4:00 PM EST, no viable responses have been received in response to this announcement, Department of Veterans Affairs shall negotiate solely with Paradigm Engineers and Constructors, PLLC. This notice of intent to award a sole source contract is not a request for competitive quotes. There will be no solicitation available for competitive quotes. Phone calls will not be accepted. The point of contact for this action is Contract Specialist, Daniel Barone who can be reached at Daniel.Barone@va.gov The Government anticipates the award of a firm-fixed- price contract. A determination by the Government whether to compete this proposed requirement based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competition. SCOPE OF WORK Background As required in the preliminary phase of VA contract 242-16-C-0131 for this project, the A/E firm, Paradigm Engineers, surveyed the electrical distribution system serving Buildings 13 and 15. Several deficiencies were discovered and reported to the VA for mitigation. Significant repair items, which the VA s staff could not repair, were selected to be incorporated into the subsequent design by Paradigm Engineers. Repairs included in the design included the relocation of electrical feeder conductors, replacement of electrical circuit breaker panels, and replacement of antiquated electrical equipment to become compliant with current Electrical codes and standards. Objectives The Objective of this acquisition is to procure A/E Construction Period Services which will assist the VA in ensuring the successful completion of corrective repairs to the electrical distribution system for Buildings 13 and 15 at the Montrose VA campus in accordance with the approved design documents provided by the design engineers of record. The A/E Construction Period Services will also ensure that the remaining electrical repair work will be completed safely and in accordance with Electrical codes and standards. Period of Performance The period of performance shall be 240 days from award. Place of Performance / Place of Delivery The place of performance for this contract is VA Montrose Scope or Tasks (for services) The AE shall provide all services in accordance with the Supplement B attached which include the services outlined below. The Architect-Engineering (A/E) firm shall provide the construction period services to assist the VA in ensuring the successful completion of the construction work and that the work is completed in conformance with the original design intent and construction documents. These construction period services include Technical Services: The A/E shall review and check the Construction Contractor s submittals, which includes but is not limited to shop drawings, detail drawings, schedules, descriptive literature and samples, testing laboratory reports, field test data, for conformity with the design concept and construction documents. The A/E shall recommend approval, disapproval, or other suitable disposition of the Construction Contractor s submittals in a timely manner. The A/E shall assist the VA in the interpretation of the construction documents. The A/E shall respond to the Construction Contractor s request for information (RFI) pertaining to the design in detail and in a timely manner. The A/E shall prepare supporting documentation for contract modifications. The A/E shall prepare revised drawings, details, and detailed cost estimates for contractor s claims of additional work not shown on drawings due to both unforeseen site conditions or A/E error and omission (if any). Periodic inspection services. The A/E shall provide nine (9) site visits. The A/E Firm shall submit a detailed survey report with photographs summarizing the conditions found at the construction site as a result of the site visit. Each site visit shall be a total of eight (8) hours. As-Built Drawings: The A/E shall prepare as-built drawings based upon the contractor s marked up documents. Government-Furnished Property, Material, Equipment, or Information (GFP, GFM, GFE, or GFI) No materials of this type are anticipated in this contract. Security The AE firm shall obtain day passes for any site visits from the police station. If personnel from the AE firm are expected to be on site more than five (5) days during the design, they shall file paperwork to obtain a permanent ID for the station. Necessary paperwork can be obtained from the COTR. The AE personnel who intend to take photos must inform the COTR, at least 48 hours ahead to time, of such intend.
