- DEPARTMENT OF VETERANS AFFAIRS VETERANS HEALTH ADMINISTRATION July 14, 2021 SPECIAL NOTICE NOTICE OF INTENT TO SOLE-SOURCE Phigenics Continuous-Monitoring Water Management 36C25021Q0915 The Ann Arbor VA Medical Center (VAMC) requires water management program (WMP) development for the Phigenics WME-1899 Sterile Processing Water Analytics (SPWA) Monitoring System, monthly services, and WMP operation services including Water Management Team quarterly meetings, assistance/advisement in WMP operation and required documentation, recommendations and implementation of changes to WMP, customization of WMP using Phigenics web-based management software, remote support, training and best practices, monitoring and documentation of system performance, and validation of WMP adequately controlling hazardous conditions in building water system through review of on-site water testing. Network Contracting Office (NCO) 10 intends to issue a sole-source solicitation to Phigenics, 3S701 West Avenue, Suite 100, Warrenville, IL 60555, requesting water management program (WMP) development for the Phigenics WME-1899 Sterile Processing Water Analytics (SPWA) Monitoring System, monthly services, and WMP operation services. Phigenics is the sole proprietor for their patented tests and phiMetrics/phiAnalytics (web-based data management system) including the process used for developing and operating water management programs within the phiMetrics/phiAnalytics framework. Phigenics is also the sole proprietor/Original Equipment Manufacturer (OEM) for the Potable Water Analytics (PWA), Cooling Tower Water Analytics (CTWA and Sterile Processing Water Analytics (SPWA) systems, to include associated services. Phigenics designs and manufactures their PWA systems and does not authorize third-party resell or service of this equipment. Phigenics web-based data management system was designed and is maintained by Phigenics and is not available for resale through third parties, indicating a lack of any other sources capable of performing on this requirement. As such, this procurement is being conducted in accordance with FAR 6.302-1(a)(2), Only one responsible source and no other supplies or services will satisfy agency requirements. The NAICS code for this procurement is 541380, and the Small Business Administration Size Standard is $16.5 million. This notice of intent to sole-source is not a request for competitive quotes. No solicitation document is available and telephone requests will not be accepted. However, any responsible source who believes it is capable of meeting the requirements may submit a quote, which may be considered by the agency, only if received by the closing date and time of this notice. Any response to this notice must show clear and convincing evidence that the responding company can meet the requirements of the Government. Responses received will be evaluated; however, a determination by the Government not to compete the proposed procurement based upon responses received to this notice is solely within the discretion of the Government.
