- ***NOAA's Acquisition & Grants Office, Western Acquisition Division-Boulder, NOAA/NMFS, Greater Atlantic Regional Fisheries Office, intends to negotiation, on a sole source basis, under authority of FAR 13.106-1(b)(1), with Compass Publications out of Deer Isle, Maine, to provide a contract for the publication of a 4-page insert in an industry publication, �Commercial Fisheries News.� *** Commercial Fisheries News (CFN) is the only region-wide, multi-state, and multi-species commercial fishing newspaper in the Northeast. It is a monthly publication that provides the fishing industry with the latest waterfront news, including information on the latest State and Federal fishing rules and regulations. It has broad readership of 6,500 individuals in the Greater Atlantic region (Maine to North Carolina) and is paid for by subscription and newsstand sales. Given CFN�s broad readership and over 35 years of experience with reporting news related to the commercial fishing industry, Compass Publications has the unique knowledge and capability to serve as the sole printing contractor for publication of the NOAA Fisheries Navigator, which will be inserted in CFN on a bi-monthly basis. ***THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS AND NO SOLICITATION PACKAGE IS AVAILABLE. HOWEVER, FIRMS THAT BELIEVE THEY CAN FULLY MEET THE GOVERNMENT'S REQUIREMENTS MAY SUBMIT SUBSTANTIATING DOCUMENTATION IN WRITING TO THE IDENTIFIED POINT OF CONTACT WITHIN 15 DAYS AFTER PUBLICATION OF THIS SYNOPSIS. SUCH DOCUMENTATION WILL BE EVALUATED SOLELY FOR THE PURPOSE OF DETERMINING WHETHER OR NOT TO CONDUCT THIS PROCUREMENT ON A COMPETITIVE BASIS. A DETERMINATION BY THE GOVERNMENT NOT TO CONDUCT A COMPETITIVE PROCUREMENT, BASED UPON RESPONSES TO THIS NOTICE, IS SOLELY WITHIN THE DISCRETION OF THE GOVERNMENT. ORAL COMMUNICATIONS ARE NOT ACCEPTABLE IN RESPONSE TO THIS NOTICE.
