- Page 3 of 3 The Department of Veterans Affairs, Network Contracting Office 09, hereby provides notice of its intent to award a sole source, firm-fixed price contract for one medium-sized steam sterilizer and two single-chamber washer-disinfectors, and applicable accessories to Steris Corporation, 5960 Heisley Rd., Mentor, OH 44060-1834. The contract is expected to be awarded under the authority of 41 U.S.C. 3304(a)(1), as implemented by FAR 13.106-1(b) Soliciting from a Single Source. A Justification for Single Source Awards for Other Than Full and Open Competition has been prepared. The anticipated award date is July 28, 2021. The contractor will provide one medium-sized steam sterilizer and two single-chamber washer-disinfectors, and applicable accessories (racks, carriages, and transfer carts) for the new Sterile Processing Services (SPS) area at the Sousley campus, Bldg. 28, to the Lexington VA Health Care System Franklin R. Sousley Campus. Services or Performance required: Services required include installation, delivery, unboxing, and testing of the new equipment. Essential physical characteristics: The SPS site at Bldg 28 should be able to reprocess all re-usable medical equipment for the Sousley campus. Additional accessories to assist with the operation of the sterilizer and washer-disinfectors are as follows: manifold racks, transfer carriages, loading cars, baskets, flexible hoses, brackets, and printers. The medium steam sterilizer should have a footprint of 26.5 x 26.5 x 51, or similar. The washer-disinfectors should have a footprint of 42 x 80 x 31 (WxHxL exterior), or similar. This is a brand name only requirement needed that can provide the ability to: Steam Sterilizer: must have an integrated steam generator to provide steam that meets AAMI/ANSI standards for water & steam quality; programmable for a minimum of 10 different steam cycles; must include both Prevac and Gravity Steam cycle capability; should include capability of printing time stamped cycles of phases; current SPS Staff familiarity with device for standardization and ease-of-use; fit the footprint and utilities defined in the SOW (attached). Washer-Disinfectors: thermally disinfect wash instrumentation and include capability of rinsing with critical water as defined by AAMI/ANSI standards; capable of using prolystica enzymatic detergent; print out cycle, phases, and timestamps for every cycle; support cleaning for Da Vinci robotics; programmable for a minimum of 5 different cycles; staff familiarity preferred for standardization and ease-of-use purposes; fit the footprint and utilities defined in the SOW (attached). These services will be performed at the Lexington VA Health Care System Franklin R. Sousley Campus, 2250 Leestown Rd, Lexington, KY 40511. NAICS code: 339112 - Surgical and Medical Instrument Manufacturing (SBA Size Standard 1,000 Employees) PSC: 6515 - Medical and Surgical Instruments, Equipment, and Supplies THIS NOTICE OF INTENT IS NOT A SOLICITATION OR REQUEST FOR COMPETITIVE QUOTES. However, interested parties may identify their interest and capability to respond to this requirement within seven calendar days after publication of this notice. A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government. Information received will normally be considered solely for determining whether to conduct a competitive procurement. The Department of Veterans Affairs will NOT be responsible for any costs incurred by interested parties in responding to this notice of intent. Only written responses will be considered. All responses from responsible sources will be fully considered. As a result of analyzing responses to this notice of intent, the Government shall determine if a solicitation will be issued. Any prospective contractor must be registered in the System for Award Management (SAM) to be eligible for award and must submit a current authorized distributor letter from the manufacturer. All Service-Disabled Veteran Owned and Veteran Owned Small Businesses must submit a self-certifying statement that their company meets all criteria established IAW 13 CFR 121.406(b)(1)(i) through (b)(1)(iii) thus demonstrating compliance with the Non-Manufacturer Rule. The capability documentation should include general information and technical background describing in detail the prospective contractor's capabilities and experience that will demonstrate the ability to support these requirements. Statement of Work for 596-21-3-950-0248, AMSCO 600 Steam Sterilizer b. Unboxing of equipment and packaging removal c. lnstallation and configuration d. Equipment testing Turnkey Services: Proposal should include all services required to: deliver, unbox, and set in place the new equipment; install and configure the new equipment; and provide end-user training; and remove all packaging material and trash created by installation. No on-site dumpster is available. Vendor to provide all equipment necessary for loading/unloading and moving equipment. Period of Performance and Delivery Schedule: Equipment delivery and installation should be scheduled with the COR within 30 days of award. All supplies and services should be rendered within 120 days of award. Equipment should be delivered in conjunction with the start of installation. Storage is unavailable. Special Requirements: proposed components that work in conjunction with each other should be compatible with each other (e.g. phoroptors and reading rods; tonometer and slit lamp; chairs and chair glide; etc.) proposed equipment should be compatible with current infrastructure/utilities. Specifically, any utility requirements must match currently available utilities. See any requirements in the Technical Specifications proposed equipment should fit within current physical space limits. See Floor Plan and any requirements in the Technical Specifications' proposal should include manufacture/s lFUs for validation that cleaning agents align with Facility's currently available cleaning/disinfecting agents' Vendor should have an education specialist on-site on the final day of installation to answer any questions on the function, use, and maintenance of the equipment. Formal training and training materials should be provided for 33 staff. All items should include a standard warranty at a minimum, extended warranty is optional / value added. Any equipment that able to connect to the network requires compliance with VA Directive 6550. A completed document and MDS2 should be submitted with the proposal. Equipment utilizing water/steam must comply with ANSI/AAMI standards' Performance Standards: All supplies and services should be provided in accordance with this SOW and applicable state, local, and federal laws. Description of Use: The Lexington VA Health Care System requires reprocessing equipment for Building 28 at the Sousley campus to support Dental, Optometry, Podiatry, and Audiology/Speech Therapy Clinics.
