Description
The purpose of this amendment is to provide Q&A Answers to questions submitted by interested vendors. Q&A for JACC Fire Damper Insp/Repair 1. Just to clarify, there are no new dampers to be installed? Correct. 2. The intention of this project is to not only inspect and decomission dampers, but also to complete repairs on any discrepencies found, correct? Correct. Past experience from our shop was contractors just wanted to make us a list of passed/failed and then we had to go hunt or wait for somebody else to do the needed corrective action items on the list or the corrections couldn t be made in a timely manner. NFPA is explicit about making corrections as soon as possible once deficiencies are located so our goal is to remove any delays in identifying and executing corrective actions. I have a recently completed schedule of individual dampers requirements I have attached if you would like to review. This was sent over last week from our fire engineers and would provide more granularity for any contractors as to how many are expected to be simply inspected vs. decommissioned (50%). 3. Field modifications and repairs for failing dampers are listed as a part of NFPA 105 N 7.8. Since it is impossible to quantify how many field modifications will be required on the Pensacola facility without preforming fire/life safety testing, can this be broken out as a separate item that is revaluated upon completion of the initial testing of the ninety-two (92) fire, smoke, and combination fire/smoke dampers? This will give the VA an accurate estimate on pricing for the repair/field modification that is required to meet the NFPA guidelines on all deficiencies.  We support it being broken out as a separate item that is revaluated upon completion of the initial testing, so long as this process is timely. It makes sense that the repair count/effort would be hard to pin down ahead of the inspection for quoting.  Our main concern is making sure there is not a significant delay (more than a week) between deficiency notation and the corrective action. I believe most repairs would be first pass fixes or quickly done in the same motion as the inspection round to prevent rework and time spent accessing that damper a second time.  4. NFPA 92 testing includes periodic testing of smoke control equipment (8.6.1). Are there any smoke control systems that will require testing as a part of the Pensacola facility?  No smoke controls will be tested as part of this contract. We have a different annual contract that does smoke controls testing/alarms testing. I included the NFPA 92 section in my SOW because it was listed in an earlier section, and I didn't want to mention it and then omit it later in the document. I probably caused more confusion by including it. Nothing in NFPA 92 section will apply to us with this testing effort. We will expect the contractor to locally inspect each smoke damper and make corrections as indicated in NFPA 80 and 105. NFPA 92 requirements such as proper shutdown sequence of air handlers, output signals from different inputs, and standby power operation will not be tested as part of this contract.
