Description
Q: Are all placement sites easily accessible with a 4 ton truck, will we need and special equipment to place units? What is surface comp of the placement sites? How many per site, ie how are distributing the 35? Is there a placement map or do you need some collaborative help post award? A: Yes a 4 ton truck will have easy access to the locations. No special equipment needed for offload other than standard ability to offload from truck to ground. Surface comp is a mix of dirt, gravel and sand. Quantity per site varies. A government representative will escort driver to locations and direct the drop quantity for each location. No map provided at this time. Q: How do you intend to account for some units becoming full and needing to be pumped during your exercise? A: Based on the cleaning/dumping schedule outlined in the PWS there should be no need for extra services. However, a Government representative will monitor the status of these toilets. Q: Expected use: Concerts and events we monitor during the whole event. Is your use expected to be sporadic with peak uses? A: Peak use will be first thin in the morning and early evening after training is completed. Q: Wind...to what speed are we expected to secure them? Most are secure with the loaded weight of the chemical liquid load. A: Industry standard for the area includes heavy duty stakes on each corner or a strap over the top that is tied off to a couple of heavy duty stakes. Q: Training timelines for my team for all of your requirements are already OBE or will be tight...any flexibility? A: AT Level 1 ( paragraph 1.4.5.3) is only required for your employees that will require access to the installation. Required 30 days after contract start date. A: iWatch Training (paragraph 1.4.5.4) is a briefing that is required for your employees or subcontractor employees that will require access to the installation. Slides will be provided by the base ATO and you will brief your employees. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. This solicitation: PANGB-21-P-0000 010755 is being issued as a Request for quote (RFQ). All solicitation documents and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2021-05. This procurement is a 100% Small Business set-aside IAW FAR 19.502-2(a). The NAICS code is 562991 and the small business size standard is $7.5M. Instructions to Offerors 1. Questions: All questions shall be in writing. Questions shall be submitted to Jason Rice at jason.rice.27@us.af.mil. Questions must be submitted no later than 9 July 2021. 2. Quote Submission: Quotes should be submitted by email (preferred method) to the Contracting Office at jason.rice.27@us.af.mil no later than Friday 16 July 2021 at 1:00 PM PT.
