DESCRIPTION: � On or about 30 July 2021, this office will issue Request for Proposal (RFP) for CONSTRUCTION OF A B-21 WASHRACK AND MAINTENANCE HANGER, Ellsworth AFB, South Dakota (Washrack). �The solicitation will close on or about 30 August 2021. This solicitation is UNRESTRICTED AND OPEN TO BOTH LARGE AND SMALL BUSINESS PARTICIPATION. All contractors must be registered and have an active and verified account in the System for Award Management (SAM) in order to receive a contract award from any DoD activity. �Contractors may access the Internet site at: https://www.sam.gov/ to register and/or obtain information about the SAM program. �Contractors must ensure that the applicable NAICS code 236220 is included in their profile prior to submission of offer. SYSTEM FOR AWARD MANAGEMENT (SAM) REGISTRATION: Please be advised of on-line registration requirements for Contractor Registration and for Representations and Certifications Application which are �now located in System for Award Management �SAM� database at https://sam.gov/. The representations and certifications section in SAM are required to be updated annually as a minimum to keep information current, accurate and complete. �The electronic annual representations and certifications are effective for one year from the date of initial submission and expire on an annual basis from the update to SAM. PROJECT DESCRIPTION (approx. quantities) This will be a bifurcated solicitation with Volume I Technical proposals due approximately 30 days after solicitation. Volume II Pricing and Pro Forma proposals will not be requested until after receipt of Volume I proposals. Volume II proposals will be due approximately 30 days after issuance of the Volume II amendment, which will require the contractor to provide the government with a complete facility and warranty based on the Request for Proposal (RFP).� Construct B-21 Washrack and Maintenance Hangar at Ellsworth Air Force Base (EAFB), South Dakota (SD). �This is one of the first major construction projects that serves as part of a multi-year facilities beddown in support of the B-21 program at EAFB, SD. This project will provide a new +/- 56,811 SF 2-bay hangar facility and associated airfield apron, site features, utilities, and infrastructure for maintenance of the emerging B-21 airframe. The project may also include bid options for furniture, furnishing and equipment (FF&E), intrusion detection systems (IDS), access control systems (ACS), and closed-circuit television (CCTV) systems. Facilities will be designed as permanent construction in accordance with the DoD Unified Facilities Criteria (UFC) 1-200-01, General Building Requirements and UFC 1-200-02, High Performance and Sustainable Building Requirements. The facility should be compatible with applicable DoD, Air Force, aircraft, and base design standards. In addition, sustainable (green) construction materials and techniques shall be used where cost effective and/or where specified. This project will comply with DoD antiterrorism/force protection requirements per unified facilities criteria.� Special construction and functional requirements: The project will be constructed on Row 60 of flightline facilities at EAFB. As such, the project will be constructed adjacent to � and is required to integrate with � active airfield operations. Demolition of existing facilities, utilities, and infrastructure � to include hazardous materials contaminated hangars, apron, and soils may be required. New airfield apron will be designed in compliance with UFC 3-260-02 and will be constructed in compliance with UFGS 32 13 14.13. Facility functional areas include two (2) hangar bays sized to fit B-2A �Spirit� aircraft with an environmental control system designed to provide temperature and humidity conditions for low observable maintenance. Each hangar bay is equipped with two sets of hangar doors in order to create a supply air plenum to be used in coordination with multiple filter walls in order to meet air quality, volume, and speed requirements associated with the facility mission set. Adjacent mechanical room accommodate the large and complex mechanical systems/equipment required to maintain those environmental conditions. Each hangar bay is capable of operating independent from the other and is equipped with complex infrastructure and building systems capable of supporting this emerging airframe and mission set. A series of �dirty� and �clean� support areas and corridors allow for maintenance and support functions to occur in a manner that protects the health and safety of all building occupants. Such functions also protect the viability of these complex maintenance operations. A central administrative/support component is located between and adjacent to the hangar bays. The facility contains a secure space to be designed and constructed to ICD/ICS 705 criteria. Special oversight of this space may be required. The Contractor will be required to commence work within 90 days after Notice to Proceed (NTP) and complete the work in the proposed number of calendar days (Not to Exceed 900 calendar days) after receipt of NTP. �Provisions will be included for Liquidated Damages in case of failure to complete the work in the time allowed. �Performance and Payment Bonds will be required. The above project description is for information only. �Project scope of work is subject to change. The estimated construction cost of this project is between $25,000,000 and $100,000,000. SOLICITAITON EVALUATION CRITERIA Firms participating in the solicitation will submit technical requirements in accordance with Section 00 22 00 EVALUATION CRITERIA. �Submissions will be evaluated based on a best value approach considering technical elements for evaluation (i.e., Specialized Experience, Key Personnel, Past Performance, Project Management Plan, and Small Business Participation). �An adjectival method of evaluation will be used to evaluate all technical factors. �Price will be evaluated separately for reasonableness and realism. �A Best Value selection will be considered after reviewing price and technical factors. DO NOT submit requests for plans and specifications to the site visit personnel. �See �Obtaining Solicitation Documents� below. This will be a Bifurcated solicitation process following FAR Part 15, Contracting by Negotiation. �The Bifurcated, Request for Proposal (RFP) Best Value Trade-off, procurement process includes utilizing a Tradeoff Source Selection Process (see FAR 15.101-1). This process allows for a tradeoff between non-cost factors and cost/price and allows the Government to accept other than the lowest priced proposal or other than the highest technically rated proposal to achieve a best-value contract award. � The solicitation will be issued with 100% backcheck set specifications at which time only Volume I Technical proposals will be requested. The 100% design specifications will be issued approximately 30 days following the Volume I solicitation at which time Volume II remaining Technical Proposal and Price Proposal will be requested. Any offeror who does not submit Volume I by the due date and time indicated on the SF 1442 will be ineligible to submit Volume II. Submission of Volume I proposals will include the following technical evaluation factors: Factor 1 (Specialized Experience); Factor 2 (Project Management Plan); Factor 3 (Past Performance); and Factor 4 (Key Personnel). Submission of Volume II proposals will only include Factor 5 (Small Business Participation) and Factor 6 (Pricing Schedule). Due to current limitations of access to the proposed project site, USACE is unable to offer an in-person site visit nor physical access to the project site. To remedy, USACE plans to provide all interested parties ""Virtual Site Access"", through photos, files, and drawings as follows: Site Photo Survey, Design Drawings (all volumes) - to include site survey drawings. Additionally, a virtual site visit teleconference and webinar will be scheduled for 1-2 weeks after issuance of the RFP for Volume I proposals. Instructions for obtaining access to the virtual site visit will be included in RFP section 00 21 00. If conditions allow, the Government may make access to the proposed project site available to those that submit Volume I proposals as defined by Section 00 22 00. If the Government determines a physical site visit is possible, instructions will be provided via amendment after receipt of Volume I proposals.� Obtaining Solicitation Documents:� Solicitation documents will be posted to the web via Contract Opportunities (SAM.gov > Contract Opportunities) at https://sam.gov/.
