- Estimated Magnitude of Construction: Between $5,000,000 and $10,000,000 LOCATION OF THE WORK: Boquer�n, Cabo Rojo, Puerto Rico TENTATIVE DATES: Issuance of Solicitation: July 30, 2021 Proposals Due:� August 16, 2021 Award Date: �September 13, 2021 Period of Contract Performance: 588 calendar days after notice to proceed PROCEDURES FOR AWARD: A solicitation will be issued requesting both written technical and price proposals. Offeror�s will be evaluated on a best value trade-off between non-price and price factors. Non-price factors are listed in descending order of importance. When combined non-price factors are approximately equal to price. Non-price factors are past experience, past performance, and management plan. The Government intends to award without discussions, but reserves the right to do so. PLAN AVAILABILITY: �The solicitation will be available for electronic download at no charge from the SAM website at www.sam.gov. AMENDMENTS TO SOLICITATION: It is the offeror's responsibility to monitor the SAM website at www.sam.gov for the release of any amendments. AWARD RESTRICTIONS: ��This procurement is offered for competition limited to eligible small business concerns. Pre-Proposal Site Visit. A Pre-Proposal site visit will be held at the site location as shown above on or about August 10, 2021 at 10:00AM EST. The site visit provides an opportunity to discuss and clarify this Request for Proposals (RFP). Nothing said or represented during the site visit shall be deemed to modify RFP requirements unless followed by a written amendment. The Offeror is required to submit written questions relative to the RFP no later than 5 calendar days after the site visit in a Request for Information (RFI) format. FUNDS AVAILABILITY: Funds for this procurement are available PROJECT DESCRIPTION:��This project is for the construction of�a new three story 8,818 square foot marine support administration building and boat maintenance/storage facility located in Boqueron, Cabo Rojo, Puerto Rico to meet the operational needs of the U.S. Customs and Border Protection Office of Air and Marine, agents and staff. The property is located on a parcel of land measuring�.27 acres (1062 square meters). This parcel of land has a flat topography and is classified as a flood hazard zone and is protected by a coastal lagoon.� �This project also consists of an exterior vehicular parking spaces, emergency generator, water cistern, outdoor lighting, as well as physical security equipment and infrastructure, including�but not limited to� CCTV, intrusion detection system, perimeter security fencing and secured entry. There will also be a new offsite sanitary sewer system�infrastructure installed connecting to existing public utilities which will require demolition, excavation and repair of street right of way. The operational requirements also include but are not limited to the following spaces: 1. Secure vestibule and lobby entrance 2. Administration and supervisory offices 3. Administration support spaces - break room, conference room, fitness room, mat room, restrooms(including showers and lockers) and mailroom 4. Workstation areas 5. Interview room 6. Marine equipment storage 7. Mechanical and electrical rooms 8. Storage rooms 9. HSDN, LAN, and telecom/demarc rooms 10. Weapons and ammunition storage 11. Garbage station 12. Guard shack 13. Two staircases 14. Elevator BONDING: Bid Bond, Payment and Performance Bonds SECURITY: Before employees are allowed to work on this project site, all personnel are required to pass a security check. Forms will be provided to the successful offeror after award. BUY AMERICAN ACT / TRADE AGREEMENTS: This procurement is subject to the requirements of the Buy American Act. Per Federal Acquisition Regulation (FAR) 25.401(a)(1), trade agreements (such as NAFTA) do not apply to acquisitions set aside for small businesses. Accordingly, any offeror proposing the use of foreign construction material, other than those articles listed in FAR 25.104, must request an exception to the Buy American Act as described in FAR Part 25.2. Such an exception must then be approved by the Government before the requested material may be used in this construction project. ELIGIBLE OFFERORS: All responsible firms may submit a proposal which shall be considered by the agency. All prospective offerors are also required to use the System for Award Management (SAM) in federal solicitations as a part of the proposal submission.
