- Amendment 01� The USPFO for New Hampshire intends to issue an Invitation for Bids to award a single firm fixed-price contract for services, non-personal, to provide all plant, labor, transportation, �materials, tools, equipment, appliances and supervision necessary for the Construction Repair/Replace Ground Product Facilities in Newington NH.� The work consist of the following: Base Bid - Demolish two (2) existing diesel and mogas storage tanks (tank number 65310 and 65200) and relocate the two (2) �Out of Service� storage tanks along with the stairs identified on Sheet V-101 to the North Ramp (refer to cover sheet in the plans for the location on the north ramp). Demolish dispensers and all remaining equipment. Reconfigure site area with new storage tanks and dispensers. Repair and reconfigure the paved areas to better facilitate traffic flow through the area. Construct a canopy, lighting and lightning protection over the vehicle refueling area. All work shall be done in accordance with the plans and specification. Bid Option 1 � Sand Blast and paint the two existing tanks (all exterior surfaces) that where relocated to the north ramp (including secondary containment) and the existing stairs. Use paint specifically for metal, one white prime coat and two finish coats, color will be similar to the existing color. Label tanks �GROUND WATER STORAGE�, letters will be 18� black block letters (painted or vinyl) and will be adhered to the painted surface in a way that will prevent the letters from falling off during the cold weather. Letters will face out toward the ramp. Remove all identified equipment on top of the tanks and cap openings, leave clock gages on the tanks. Brand Name Requirements: The solicitation will have one (1) Brand Name requirement and the JA will be posted with the solicitation.� Brand Name requirement: Projectmate�s �Construction Management Software� � The contract duration is 180 days after notice to proceed. This project is set aside 100% for Small Businesses. The North American Industry Classification (NAICS) Code is 236220, with a size standard of $39,500,000.00. The magnitude of construction is between $1,000,000 and $5,000,000. Your attention is directed to FAR Clause 52.219-14(e)(3) (DEVIATION 2019-O0003), LIMITATIONS ON SUBCONTRACTING, which states �By submission of an offer and execution of a contract, the Offeror/Contractor agrees in performance of the contract in the case of a contract for General construction, it will not pay more than 85 percent of the amount paid by the Government for contract performance, excluding the cost of materials, to subcontractors that are not similarly situated entities. Any work that a similarly situated entity further subcontracts will count toward the 85 percent subcontract amount that cannot be exceeded�. The tentative date for issuing the solicitation is on-or-about JUL 16, 2021. The tentative date for the pre-bid conference is on-or-about July 29, 2021, 10:00AM local time, location will be in solicitation. Interested contractors are encouraged to attend and shall follow conference registration and base access requirements shown in the solicitation. A site visit will follow the pre-bid conference. Actual dates and times will be identified in the solicitation. Interested offerors must be registered in the System for Award Management (SAM). To register go to www.sam.gov.
