Description

Combined Synopsis/Solicitation (Best Value) The National Oceanic and Atmospheric Administration (NOAA), Office of Marine and Aviation Operations/Marine Operations requires replacement mooring lines in accordance with specifications listed in the Statement of Need. This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (ii) Solicitation number NM-AN0000-21-01490 is issued as a firm fixed price, commercial, request for quotation (RFQ). (iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2021-06. (iv) This is a small business set-aside. The NAICS code for this acquisition is 314994, Rope, Cordage, Twine, Tire Cord, and Tire Fabric Mills; the small business size standard is 1,000 employees. (v) Line items are as follows: CLIN 1:� Pricing for ten (10) replacement mooring lines, four (4) lines with a serviceable length of 170�, and six (6) lines with a serviceable length of 150� (color preference is blue or yellow). All lines need 60� spliced eyes on either end w/Cordura (or equivalent) eye splice guards, and two (2) ten foot (10�) Cordura (or equivalent) cover sleeves on each line as shown in the statement of need. (vi) Description of requirements for the items to be acquired:� NOAA Marine Operations Center � Pacific (MOC-P); Research vessel NOAAS Henry Bigelow requires ten (10) replacement mooring lines for current mooring lines which have deteriorated or exceeded the rated service life. Requirements are shown on the attached Statement of Need. This is a brand name or equal requirement. Products offered other than the brand-name (Samson Quantum-12) product must meet all physical, functional, and salient characteristics specified in this solicitation. Offerors must clearly identify alternative products by brand name, make or model, and description of product�s features and qualities. Quote must be provided on company letterhead. This solicitation closes 07/29/21 at 04:00pm PST, with the intent to award on 08/05/21.
