- Description
- The U.S. Environmental Protection Agency (EPA) intends to negotiate on a sole source firm-fixed-price contract with a small business entity, Sec-Tron Inc, under the authority of FAR Part 6.302-1 to provide maintenance support services to GE Facility Commanders Physical Access System and its Video Surveillance System. The Contractor shall provide unlimited service and maintenance calls to all Close Circuit Television (CCTV), DVR Recorders, servers, card readers, and interlocking features such as magnetically alarmed doors, and micro equipment necessary to maintain the card reader access control system at all EPA Cincinnati Facilities. The Contractor shall maintain current Certification and Accreditation of the EPA Cincinnati Physical Access Control Systems (PACS). The Contractor shall identify and describe the tasks required to continually upgrade the PACS Stand Alone Security System for the EPA Cincinnati Facilities. Note: A new PACS system for the Agency will be implemented soon and services will no longer be required for the Proximity Card Readers under this contract. The Contractor shall comply with all Cyber Security Tasks as delineated by the National Institute of Technology. Service calls shall be responded to within no less than 24 hours, Monday through Friday (Verbal/Written action Plan within 4 hours). Service may also be required on holidays and weekends. This requirement will utilize FAR Parts 12 and 13, Commercial and Simplified Acquisition Procedures. The North American Industry Classification System (NAICS) code is 561621 Security System Services with a small business size of $22M. The anticipated Period of Performance will be 12-months (10/1/21 - 9/30/22). Sec-Tron Inc is uniquely qualified to support the GE Facility Commander System, due to the technical expertise and in-depth knowledge of maintaining the system. They have played a pivotal role in the design, deployment and maintenance of the current GE Facility Command WIN X Secure Perfect Program since the initial installation, and have been the only on-site Contractor to support the system. Since 2006, they have been responsible for installation of 50% of all card readers, 90% of all video surveillance equipment, and 100% of all monitors and servers. Sec-Tron has the technical knowledge of the IT infrastructure to support and maintain the system. Sec-Tron is the only know source able to satisfy this requirement. THIS NOTICE IS NOT A REQUEST FOR QUOTATIONS. Notwithstanding, any firm that believes it is capable of meeting EPAs requirement may submit a capability statement which must address the outlined requirements above. Such documentation must be submitted to the Contracting Officer within 15 calendar days of this announcement. A determination not to compete the proposed firm-fixed-price contract based on upon the responses received to this notice is solely within the discretion of the Government.
