- This notice is a combined synopsis/solicitation for commercial items using Simplified Acquisition Procedures. This acquisition will be made in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6 ""Streamlined Procedures for Evaluation and solicitation for commercial Items,"" as applicable, and as supplemented with additional information included in this notice. This announcement constitutes the only solicitation (a written solicitation will not be issued) and quotes are being requested. The Solicitation number is RFQ-NIAID-2081908 and the solicitation is issued as a Request for Quotes (RFQ). This acquisition will be processed under FAR Part 13 Simplified Acquisition Procedures (SAP). The solicitation documents and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2021-05 March 10, 2021. The North American Industry Classification System (NAICS) code for this procurement is 334516, Analytical Laboratory Instrument Manufacturing, with a small business size standard of 1000 people. The requirement is being competed full and open competition, un-restricted and without a small business set-aside. The National Institute of Allergy and Infectious Diseases (NIAID), The Office of the Chief Scientist for the Integrated Research Facility at Ft. Detrick (OCSIRF) requires the Piloter Veterinary Ultrasound to screen the progression of diseases by using radioactive probes in the animals. The research facility needs to collect venous blood during imaging sessions. The ultrasound is required in order to verify the needle is inserted into the saphenous artery to draw arterial blood for imaging procedures. The ultrasound will also be used for future splenic biopsies. The goal of the OCSIRF is to develop novel methods for the treatment of HIV/AIDS, using macaques infected with Simian Immunodeficiency Virus (SIV) which produces immunodeficiency in macaques similar to AIDS in humans.
