No drawings are available for this Request for Quotation. For Critical Safety Items (CSI), DFARS clause 252.209-7010, Identification of Critical Safety Items, is incorporated by reference. For items for which Government inspection and acceptance will be conducted at the source, DLAD clause 52.246-9004, Product Verification Testing, is incorporated by reference. DLAID clauses can be viewed at http://www.dla.mil/Acquisition/Pages/DLAD.aspx. As applicable, DFARS clause 252.242-7005, Contractor Business Systems, is incorporated by reference. Note 1: Attach four (04) copies of DD250 in waterproof envelope outside of shipping container. Note 2: Forward three (03) copies of DD250 to designated Freight Forwarder. INSPECT AT SOUCE. ACCEPT AT SOURCE. This Solicitation is being issued under SEPA Authority. \ 1. SCOPE 1.1 Articles to be furnished hereunder shall be manufactured, tested and inspected in accordance with ;CARLTON (04577); drawing number ( ;CAGE (04577); ) ;LATEST; , Revision ;F241-2400-21; and all details and specifications referenced therein. 1.2 Unless expressly provided for elsewhere in this clause, equipment such as fixtures, jigs, dies, patterns, mylars, special tooling, test equipment, or any other manufacturing aid required for the manufacture and/or testing of the subject item(s) will not be provided by the Government or any other source and is the sole responsibility of the contractor. The foregoing applies notwithstanding any reference to such equipment or the furnishing thereof that may be contained in any drawing or referenced specification. 1.3 If MIL-STD-454 is referenced in the drawings or in the specification, the contractor is expected to show compliance with IPC/EIAJ-STD-001C. 2. APPLICABLE DOCUMENTS - NOT APPLICABLE 3. REQUIREMENTS - NOT APPLICABLE 4. QUALITY ASSURANCE 4.1 CONTRACTOR PRODUCTION LOT SAMPLE TESTING REQUIREMENTS (A) As specified in this contract, the contractor shall test ;3 PER LOT OF 100 OR A PORTION THERE OF; selected at random by the cognizant Government Inspector (DPRO/DCMAO) as production lot samples. At least fourteen (14) calendar days before beginning the production lot sample tests, the contractor shall notify the contracting officer, in writing, of the time and location of the testing so the Government may witness the tests. (B) The contractor shall submit the Production Lot Sample Test Report within ;270; calendar days from the date of this contract. Forward copies of report in accordance with Distribution cited on DD1423. Mark reports as follows: ""Production Lot Sample Test Report, Contract No.__________ Lot/Item No._____________"" Within thirty (30) calendar days after the Government receives the test report, the contracting officer shall notify the contractor, in writing, of the approval, conditional approval, or disapproval of the production lot samples. A notice of disapproval shall cite the reasons for the disapproval. Unless expressly permitted elsewhere in this contract, the delivery of the production articles shall not be made until after notification by the Government of the approval/disapproval of the production lot samples; any production items delivered prior to the notification of the approval/disapproval of the production lot samples shall be at the contractor's risk. (C) In the event the contractor does not receive written notification of approval or disapproval of the samples for a particular production lot within thirty (30) days from their submission for such testing, the contract delivery schedule shall be equitably adjusted as necessarry. (D) If the contractor fails to deliver the test report for any production lot samples within the time or times specified, of if the Contracting Officer disapproves any production lot samples, the contractor shall be deemed to have failed to make delivery within the meaning of the default clause of this contract, and this contract shall be subject to termination for default. (E) In order for a production lot to be acceptable, all samples representative of the lot must pass all of the contract requirements. In the event a sample fails to pass such requirements, the lot will be rejected. In such event, the Government may, at its option and at no additional cost to the Government, (i) terminate all or any portion of this contract for default, (ii) require the manufacture of a new production lot, or a rework of the rejected production lot if the means and procedures proposed by the contractor for the rework are acceptable to the Government, or (iii) require the submission of test reports for additional production lot samples. This foregoing procedures shall apply to new or reworked production lots in the same way as they did to the original production lot. (F) For each additional sample or each resubmission of a modified sample which the contractor is required to submit for approval hereunder as a result of the failure of a previous sample to conform to the requirements of the specifications, the contractor shall be responsible for all the costs of reinspection, shipping, examination and retesting. (G) Nothing contained in the foregoing provisions of this clause, and no action of the Government in accordance herewith, shall in any way prejudice the right of the Government under the clause of this contract entitled Default. 4.2 . Quality/Inspection Requirements The following quality/inspection requirements apply: MIL-I-45208A and paragraphs 3.1-3.5, 5.1-5.2, 6.1-6.2 of MIL-Q-9858. 5. PACKAGING- MIL-STD 2073 PACKAGING APPLIES AS FOUND ELSEWHERE IN THE SCHEDULE 6. NOTES CRU-121 WILL BE TESTED I/A/W CRA-2160, REVISION: C, DATED FEB.01 2013 AS STATED ON CARLETON DRAWING F241-2401. DATE OF FIRST SUBMISSION=ASREQ DATE OF SUBSEQUENT SUBMISSION=ASREQ Block 6: Forward additional copy to ASO code cited in block 10.A on page 1. 1.This Data Item Description (DID) contains the format, content and preparation instructions for the data product resulting from the work task described in paragraphs 5.4.2.3.5 and 5.4.2.4.1, or 5.4.8.2.1 of MIL-STD-973. This DID is used in conjuction with a Notice of Revision (NOR), DI-CMAN-80642B and/or a Specification Change Notice (SCN), DI-CMAN-80643B. A requirement for NORs and SCNs, as applicable, should be contractually imposed in conjunction with this DID. 2. Format and Content: The Engineering Change Proposal format and content shall be in accordance with Apendix D of MIL-STD-973. DATE OF FIRST SUBMISSION=ASREQ DATE OF SUBSEQUENT SUBMISSION=ASREQ Block 6: Forward additional copy to ASO code cited in Block 10.A on page 1. 1. This Data Item Description (DID) contains the format, content and preparation instructions for the data product resulting from the work task described in paragraph 5.4.3.4 or 5.4.8.3.3 of MIL-STD-973. 2. Copies of the Request for Waiver form are available from the DODSSP, Standardization Documents Order Desk, Building 40, 700 Robbins Avenue, Philadelphia, PA 19111-5094 3. Format an Content: The request for Deviation format and content shall be in accordance with Appendix E of MIL-STD-973 DATE OF FIRST SUBMISSION=ASREQ DATE OF SUBSEQUENT SUBMISSION=ASREQ Block 6: Forward additional copy to ASO code cited in block 10.A on page 1. 1. This Data Item Description (DID) contains the format, content, and preparation instructions for the data product resulting from the work task described in paragraph 5.4.4.4 or 5.4.8.4.3 of MIL-STD-973. 2. Copies of the Request for Waiver form are available from the DODSSP, Standardization Documents Order Desk, Building 40, 700 Robbins Avenue, Philadephila, PA 19111-5094. 3.
