Description
The Department of Veterans Affairs, Networking Contracting Office (NCO 01) located in Brockton, MA intends to enter into a sole source procurement, pursuant to the authority of FAR 6.302-1, with Siemens Industry, Inc., for the following requirement: Statement of Work Automatic Transfer Switch Controller Replacement INTRODUCTION Vendor shall repair by replacement twenty-one (21) model 2000, Russel Electric automatic transfer switch, controllers and relay logic with the RPTCS05 controller and upgraded logic. The existing automatic transfer switches vary in age from 29 years old to 19 years old and are no longer supported for repairs. The existing main control boards (MCB) have been in a discontinued status from Russ Electric since May 7, 2018. The following ATS s will be upgraded to RPTCS type controls: Provide RPTCS configuration 5 controller. Configuration 5 controllers to allow for Ethernet or serial communications to the Scada or BMS system if required. All existing ATS accessories to be maintained. The new ATS controls will be prewired and tested to be installed into the existing transfer switch. Provide a new door accessory plate (w keypad) and cables harnesses along with a new relay plate. Provide split core CT s with mounting hardware and shorting block. These will be installed on the load bus. The new RPTCS will provide power monitoring off the load bus. Provide engineering services, drawings, parts, testing, and installation services. Provide revised drawings incorporating the previously described modifications. The NAICS code for this requirement is 811219. Siemens Industry, Inc. is the only contractor capable of performing the required work because the required RPTCS05 controllers are proprietary to Siemens Industry, Inc. Siemens Industry, Inc., as the owner and original equipment manufacturer (OEM), is the only company that can upgrade the MCB controller to the RPTCS05 controller and still maintain the UL equipment approval. This notice of intent is not a solicitation nor is it a request for proposal. However, interested parties that believe they can satisfy the requirement listed above must clearly identify their capability to do so in writing by Thursday, July 22, 2021 at 5 pm EST time. Responses should be sent to Issa Shawki at issa.shawki@va.gov. Information submitted in response to this notice will be used solely to determine whether competitive procedures could be used for this acquisition. A determination not to open the requirement to competition based upon responses to this notice is solely within the discretion of the Government.
