- This is a notice of intent and is not a request for competitive quotations or proposals. No solicitation to this requirement will be posted. This a notice to negotiate and award a sole source contract in accordance with (IAW) Federal Acquisition Regulations (FAR) 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements, with Amarillo Pathology Group/ Physicians Preferred Laboratory (APG/PPL), 3501 Soncy, Suite 116, Amarillo, TX 79119. The Department of Energy (DOE)/National Nuclear Security Administration (NNSA)/Office of Secure Transportation (OST) has a requirement for a full- service Covid-19 Testing Service (C-19TS) based on the polymerase chain reaction (PCR) testing process. The C-19TS program is mandatory for OST�s Agent Operation Central Command (AOCC) which is located at the Pantex Plant Site, northeast of Amarillo, Texas. The government intends to award a sole source contract, firm fixed price (FFP) contract to Amarillo Pathology Group/ Physicians Preferred Laboratory (APG/PPL) for this requirement under the authority of FAR 6.302-1(a)(2)(ii).� Amarillo Pathology Group/ Physicians Preferred Laboratory CAGE CODE is 8N6C1 and DUNS NUMBER is 825578685. The NAICS code for this requirement is 621511 and the applicable business size is $32.5 million. Due to the Covid-19 pandemic, OST requires mandatory COVID-19 surveillance testing of its Federal Agent and contractor support workforce.� This mandatory surveillance testing is designed to ensure the continued medical/health readiness of the essential AOCC employees conducting the critical national security missions. OST requires a full-service C-19TS program as part of its surveillance program to ensure the continued medical/health readiness of the essential employees conducting critical national security missions. AOCC requires mandatory testing of its essential mission employees at any given time.� As a result, this testing frequency, including any ad-hoc testing on a case-to-case basis, provides AOCC with a robust capability to effectively and proactively monitor the health of its Federal Agent and Contractor support workforce 24 hours/7 days a week/365 days a year and thereby maintaining the health and mission readiness of all AOCC Federal Agents, candidates, and other critical AOCC Federal and Contractor employees.� Thus, an effective and robust full-service testing program is vital to containing the spread of any asymptomatic outbreak of the virus so that OST remains fully operational to complete its national security mission. OST requires the contractor to and deliver a PCR test turnaround time of less than 24 hours once the Covid-19 specimens are received. This notice of intent is not a request for competitive proposals. However, any firm that believes it can meet the requirement, as outlined above may give written notification prior to the response due date via e-mail to Kim.Sosinski@nnsa.doe.gov. Responses are required to be submitted within 15 calendar days of the posting of this notice. Responses containing supporting evidence of your ability to perform this requirement must be furnished in sufficient detail to demonstrate this ability for evaluation. �However, a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. DOE/NNSA/CPD will not be responsible for any costs incurred by responding to this notice. This notice in no way obligates the Government to award any contract. �A determination made by the Government to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
