- NOTICE OF INTENT TO NEGOTIATE A SOLE-SOURCE CONTRACT The U.S. Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), Eastern Acquisition Division (EAD), Norfolk Office, using the procedures set forth in FAR Part 13, intends to negotiate on a sole source basis with AML Oceanographic, located at Unit A- 2071 Malaview Avenue, Sidney BC V8L 5X6 Canada, for a firm-fixed price (FFP) contract to procure an AML Oceanographic MVP200 Moving Vessel Profiler (MVP) Winch for the NOAA Ship Thomas Jefferson.� The Office of Marine and Aviation Operations (OMAO) currently owns and operate several MVP systems throughout the NOAA fleet to conduct hydrographic research. �NOAA Ship Thomas Jefferson currently has the AML Oceanographic MVP-100 Moving Vessel Profiler system installed aboard and it has reached its end of useful life cycle. The MVP200 utilizes AML Conductivity, Temperature and Depth (CTD) components currently used by NOAA�s fleet of ships. �There are manufacturers of MVP winches and similar systems that provide ocean water chemistry; however, each manufacturer�s data analytical process is proprietary to the manufacturer of the system. �Another manufacturer�s repair and spare parts would not be compatible with the existing fleet of MVP systems. AML Oceanographic has no other authorized distributors, resellers or vendors that can successfully meet the requirements. In order to maintain NOAA�s ability to conduct hydrographic research, NOAA intends to award a FFP contract to procure an AML Oceanographic MVP200 for the NOAA Ship Thomas Jefferson. The North American Industry Classification Code (NAICS) for this acquisition is 336611, Ship Building and Repairing, with a business size standard of 1,250 employees. �This is not a solicitation for competitive quotes. �However, if any other interested party believes that it can meet the requirements, it may submit a statement of capabilities, which if timely received, will be considered by NOAA. �A statement of capabilities must be received by 5:00 PM ET on July 23, 2021. �A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. �Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement in the future. �Evidence must be provided of ability to provide the required supplies. �The capability statement and any other information furnished must be in writing and must contain material in sufficient detail to allow NOAA to determine if the party can meet all of the requirements. �Capability statements and related materials must be e-mailed to Contract Specialist Shaun Squyres at shaun.squyres@noaa.gov by 5:00 PM ET on July 23, 2021. �
