Description

NOTICE OF DECISION TO CONTRACT WITH A SINGLE SOURCE: The Federal Aviation Administration (FAA), Mike Monroney Aeronautical Center and The Office of Aviation Safety (AVS) AVS/AFS-620, intends to award to a single source contract to CAN Softtech INC. to provide a Firm Fixed Price Contract for gathering Organization Designation Authorization (ODA) delegation (appointment and oversight) business IT (automation) requirements. The AVS ODA business requirements gathering effort will ultimately transform the ODA appointment and oversight activities from a manual process to an automated process for documenting appointment and oversight of delegated organizations. This effort builds on existing user interface design in the individual delegation IT automation, thereby providing timely and adequate performance information of ODAs. There are eight types of ODA programs. Each type must meet certain qualifications requirements to perform authorized functions per ODA type, and must meet certain eligibility requirements that adds complexity to the program. The eight types are: Type Certification ODA (TC ODA), Production Certification ODA (PC ODA), Supplemental Type Certification ODA (STC ODA), Technical Standard Order Authorization Holder ODA (TSOA ODA), Major Repair, Alteration, and Airworthiness ODA (MRA ODA), Parts Manufacturer Approval ODA (PMA ODA), Airman Knowledge Testing ODA (AKT ODA), and Air Operator ODA (AO ODA).. Abstract: Purpose of the Announcement:� In accordance with the FAA Acquisition Management System (AMS) Policy 3.2.2.4, the purpose of this announcement is to inform industry of the basis of the FAA�s decision to contract with a selected source via single source procedures.
