- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. The solicitation number for this requirement is 9531BM21Q0016. This solicitation is issued as a Request for Quotations (RFQ) in accordance with FAR Part 13 � Simplified Acquisition Procedures. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2019-02. This requirement is issued under full and open competition. The associated NAICS code is 511210, �Software Publishers"".� Description of Requirement The NTSB has a requirement to renew NGINX brand name software licenses and premium support. The required items are listed in Section L - Required Supplies/Services of the attached solicitation. The period of performance includes one (1) base year and one (1) option year, as follows: Base Year: August 3, 2021 through August 2, 2022 Option Year 1: August 3, 2022 through August 2, 2023 Basis for Award This RFQ will result in the award of one (1) fixed-price purchase order. All responsible sources may submit a quotation, which shall be considered by the NTSB. The Government may award one (1) firm fixed-price purchase order to the responsible offeror whose quote conforms to the RFQ and represents the best value to the Government based on the following factors: The following factors will be evaluated by the government. Factor 1 - Technical Acceptability Factor 2 - Price TECHNICAL ACCEPTABILITY: Technical Acceptability of the quotations constitutes the following in conformance with the RFQ: Technical Requirements: Must meet the brand name only items, its descriptions, and quantities with each applicable item as described in the RFQ.� Offerors that submit partial quotes will not be considered. Delivery Date:�� Must meet the delivery/schedule dates stated in the RFQ. Preference will be given to quoters who are able to offer option year pricing. ��� PRICE: The offeror shall submit a firm fixed-price to provide all the items described in the RFQ.. Technical Acceptability is significantly more important than Price. However, as quotations become more equal in non-price factors, price becomes more important. The NTSB would like to request all available discounts.� Submission of Quotes Your quote must be received no later than 4:00 p.m., Eastern time on Thursday, July 22, 2021. LATE SUBMISSIONS MAY NOT BE CONSIDERED in accordance with FAR provision 52.212-1, Instructions to Offerors - Commercial Items. Quotes may be transmitted via email to: Kate Campbell, Contracting Officer Email: kate.campbell@ntsb.gov� The maximum size of an email, including attachments, which the NTSB email server can accept is 15 megabytes (MB). Therefore, the Contractor may choose to send their quote in separate emails, if the combined file size of any email received by the NTSB email server will exceed 15MB. Contractors are encouraged to remove excess graphics from their quotes to ensure quotes remain under the file size limit. It is the Contractor's responsibility to ensure that the designated point of contact has received your quote at the email address of the contact specified above by the quote due date. ALL QUESTIONS MUST BE RECEIVED BY 12:00 p.m. Eastern time on July 16, 2021. Electronic Dissemination of Combined Synopsis/Solicitation Access to this combined synopsis/solicitation and amendments shall be posted on the Federal Business Opportunities website: www.fbo.gov. Amendments to the combined synopsis/solicitation shall be publicized in the same manner as the initial synopsis/solicitation. All Contractors are cautioned that it is your responsibility to frequently check back to the website to ensure that you have received all issued amendments.
