Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Solicitation number 12505B21Q0118 is issued as a request for quote (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2021-06. It is the offeror�s responsibility to be familiar with the applicable provisions and clauses. The clauses may be accessed in full text at www.acquisition.gov/far and www.acquisition.gov/agar. This solicitation is unrestricted. The associated NAICS code is 112990. The government intends to issue a firm fixed price purchase order.� The basis for award will be lowest price technically acceptable (LPTA). The USDA-ARS in Ames, Iowa, has the need for the following: �0001) 24 Holstein or Holstein/Angus heifers meeting the following requirements (offeror must read and meet all requirements of the attached Statement of Requirement): Must be BVD-negative Must be dewormed Must be free of ring-worm Must be sound of foot and body Must be 13-17 months old Must be available for delivery on or near August 11-17, 2021 Animals must be transported directly to NADC with no other animals in the trailer. Due to the size of the animals they must be transported on 2 separate trailers from the destination of origin. Two trailers are required to comply with the rules and regulations in the Guide for the Care and Use of Agricultural Animals in Research and Teaching. 4th Edition. Trailer sizes should be approximately 40 foot and 34 foot to accommodate the quantity and size of safe transportation of animals. Both trailers must arrive at the same time to Ames animal facility due to coordination of study events and personnel. Must have 24 heifers available with comparable size across the group of the same breed (mixed dairy/beef breed) Certificate of Veterinary Inspection required on all animals. SUBMISSION OF QUOTES Submit signed and dated offers to the office specified in this solicitation at or before the exact time specified in this solicitation. Offers may be submitted on the SF 1449, letterhead stationery, or as otherwise specified in the solicitation. As a minimum, quotes must show� (1) The solicitation number; (2) The time specified in the solicitation for receipt of offers; (3) The name, address, telephone number OR email address, and DUNS number of the offeror; (4) A technical description of the items/services being offered in sufficient detail to evaluate compliance with the requirements in the solicitation. This may include product literature, or other documents, if necessary; (5) Terms of any express warranty; (6) Price and any discount terms; (7) ""Remit to"" address, if different than mailing address; (8) A completed copy of the representations and certifications at FAR 52.212-3 (see FAR 52.212-3(b) for those representations and certifications that the offeror shall complete electronically); (9) Acknowledgment of Solicitation Amendments; (10) Past performance information, when included as an evaluation factor, to include recent and relevant contracts for the same or similar items and other references (including contract numbers, points of contact with telephone numbers and other relevant information); and (11) If the offer is not submitted on the SF 1449, include a statement specifying the extent of agreement with all terms, conditions, and provisions included in the solicitation. Offers that fail to furnish required representations or information, or reject the terms and conditions of the solicitation, may be excluded from consideration. NOTE:� Quotes must include all fees, delivery charges, and/or surcharges. Quotes must be valid for a minimum of 30 days. This will be a tax-exempt purchase. To be eligible for award, offerors must have an active registration in the System for Award Management (SAM) at the time of offer.
