SOURCES SOUGHT SYNOPSIS BRU-52 Safing and Shear Cable (NSN 1095-01-381-5850 P/N DAA3529A047-001) CAUTION: This market survey is being conducted to identify potential sources that may possess the expertise, capabilities, and experience to meet the requirements for design, qualification and production of BRU-52 Safing and Shear Cable Units.� The level of security clearance and amount of foreign participation in this requirement has not been determined.� Contractors/Institutions responding to this market research are placed on notice that participation in this survey may not ensure participation in future solicitations or contract awards.� The government will not reimburse participants for any expenses associated with their participation in this survey. INSTRUCTIONS: 1.� Below is a document containing a description of the BRU-52 Safing and Shear Cable requirement and a Contractor Capability Survey, which allows you to provide your company�s capability. 2. If, after reviewing these documents, you desire to participate in the market research, you should provide documentation that supports your company�s capability in meeting these requirements.� Failure to provide documentation may result in the government being unable to adequately assess your capabilities.� If you lack sufficient experience in a particular area, please provide details explaining how you would overcome the lack of experience/capabilities in order to perform that portion of the requirement (i.e., teaming, subcontracting, etc.) ���� a. Identify any areas of work that your organization believes should be broken out exclusively for Small Business. 3.� Both large and small businesses are encouraged to participate in this Market Research.� Joint ventures or teaming arrangements are encouraged. Questions relative to this market survey should be addressed to Ben Blevins (Benjamin.Blevins.2@us.af.mil) and/or Hamilton Wise (William.Wise.12@us.af.mil) PURPOSE/DESCRIPTION The Government is conducting market research to identify potential sources that possess the production, expertise, capabilities, and experience to meet qualification requirements for the production of BRU-52 Safing and Shear Cable. The current BRU-52 Safing Cable, P/N DAA3529P007-001 requires a modification to work with the BRU-52 Modification Kit. The USG will provide the specifications and drawings necessary to design and qualify a new cable. Material and manufacturing guidelines will be detailed in the TDP. This is not a build to print acquisition.� The acquisition strategy will incorporate a multi-year contract with various ordering periods and a range of quantities to facilitate multiple delivery orders.� The projected quantities will vary based on available funding during each ordering period. The total quantity of BRU-52 kits required will be 1,120ea. The BRU-52 Bomb Release Unit carries, monitors and releases bombs from the Smart Bomb Rack Assembly (SBRA) on the B-2 Bomber. The BRU-52 is used for carrying and releasing up to and including 1,000 pound class stores whose lugs are 14 inches on center. A cocked BRU-52 may be released by an electrical signal or with a manually applied load. It can be locked in the cocked position by inserting a cable-controlled safing pin in the mechanism. The BRU-52 includes two arming solenoids, a release solenoid, and a transfer switch. All solenoids incorporate diodes to prevent back Electromotive Force (EMF), and connecting circuits have Electromagnetic Interference (EMI) protection. The Safing and Shear Cable transmits linear motion from the manually operated handle on one end through a one-to-two splitter that simultaneously imparts equal motion to a safing pin cable and a shear pin cable. When the Safing and Shear Cable handle is in the �in� position, the safing pin will engage with a rotary release solenoid in the BRU-52, preventing inadvertent release of a weapon; the shear pin will move inside the BRU-52 behind a shear block that is affixed to the linkage joining the hooks, mechanically preventing the hooks from opening if the tumbler link is not engaged. When the handle is in the �out� position, the shear pin moves outside the BRU-52, clearing the shear block so that the hooks are free to open while simultaneously the safing pin is disengaged from the release solenoid resulting is a functional BRU-52. The design of the shear block prevents the shear pin from being inserted prematurely, and the one-to-two splitter prevents the safing pin from being inserted until the shear pin can be inserted. If the tumbler link fails to engage, the inserted shear pin will hold the hooks closed; friction between the shear block and the shear pin will preclude the handle from being moved to the �out� position. The Safing and Shear Cable shall lock in both the �in� and �out� positions. Adherence to the technical data package (TDP) is mandatory.� A potential supplier would need to undergo Design Review, Qualification Testing and First Article Testing (FAT) per requirements within the TDP.� The manufacturer must have facilities that support the production and testing. Furthermore, a safety board review and flight testing may be required in order to satisfy the user.� The US Government has the data rights to the engineering technical drawing package (TDP).� First Article Testing (FAT) requirements will be applicable in order to qualify new sources. The TDP will not fully detail the design of the locking T-handle mechanism or the 1-to-2 cable splitter mechanism. The contractor will have to design and qualify these components along with the entire cable assembly. The TDP may not describe specific processes to manufacture some parts and pieces to this item. A manufacturer will need to develop these processes.
