Description

This Solicitation will be issued as an Invitation for Bid (IFB) using the procedures outlined in Federal Acquisition Regulation (FAR) Part 14 for Renovation of Building 460 at White Sands Missile Range, NM to accommodate the Family and Morale Welfare and Recreation (FMWR) and Child Youth Services. Work includes replacement of ceilings, light fixtures, restroom plumbing fixtures for ADA compliance, HVAC systems and associated controls, electrical main distribution panel, and structural repairs. New features will include interior offices, fire protection sprinkler system and fire alarm/mass notification system.� This announcement is 100% Small Business Set-Aside. The North American Industrial Classification System (NAICS) Code applicable to this project is 236220, Construction of other administrative facilities, which has a size standard of $39,500,000 in average annual receipts. The IFB is anticipated to be issued on or about 8 July, 2021, and bids will be due on or about�08 August, 2021. A firm-fixed price contract is anticipated to be awarded using Invitation for Bid procedures. Public bid opening procedures are applicable for this solicitation. Anticipated contract award date on or about 9 August 2021. The wages and benefits of service employees (see FAR 22.10) performing under this contract must be at least equal to those determined by the Department of Labor under the Davis-Bacon Act. �In an effort to reduce paperwork and cost, ALL proposals shall be submitted electronically via the DoD SAFE website at https://safe.apps.mil/. In order for an outside user (the offeror) to submit a proposal for the solicitation, they must receive a drop-off request from an inside user (the government). When the inside user generates a drop-off request for you, you will receive an email with a link to submit your drop-off. Optionally, the Government may provide you with a request code. In that case, click the Drop-off button on the SAFE home page and enter the Request code. To request and receive a drop-off for this solicitation, the offeror must email a request for a drop off request at least five (5) working days before the proposal due date. Include the solicitation number, W9126G21B0049, in your Email Subject Line. Contracting Officer: John H. This new requirement mandates a notarized letter appointing the authorized Entity Administrator for your SAM account(s) be submitted to SAM. Please note that since this is now a mandatory requirement for all accounts, the Federal Service Desk is inundated and until they receive the letter and update its receipt, SAM will not update which may postpone awards.
