- Description
- This is a pre-solicitation notice.� This is NOT a solicitation. Do NOT submit proposals or questions in response to this notice.� The U.S. Army Corps of Engineers-Norfolk District intends to issue a Request for Proposal (RFP) for the Construction of a new Explosive Decomposition Chamber (EDC) Facility at Holston Army Ammunition Plant (HSAAP).� This procurement will be conducted in accordance with FAR Part 15, Contracting by Negotiation. The requirement will be solicited as unrestricted full and open competition. It will be solicited as a design-build project utilizing two-phase design-build procedures in accordance with FAR 15.101 and 36.301. �The applicable NAICS code is 236210 - Institutional Building Construction with a Business Standard of $39.5M.� The Government intends to award a Design-Build (DB) firm-fixed-price (FFP) contract. The magnitude of construction is between $25,000,000 and $100,000,000, in accordance with DFARS 236.204 - Disclosure of the magnitude of construction projects.�� Project Description:� HSAAP is a Government-owned, Contractor-operated (GOCO) explosive materials manufacturing facility located in Kingsport, Tennessee.� The facility generates explosives waste which has historically been open burned since the 1940s, and is currently open burned in pans operating under the existing HSAAP Resource Conservation and Recovery Act (RCRA) subpart X permit (TNHW-148) and Area B Clean Air Act Title V Air permit (568188). HSAAP requires acquisition of the design and construction of a solution to replace/reduce the current bulk explosive waste processed at open burning grounds (OBG) with a new EDC Facility that will thermally treat the hazardous explosive waste (HEW) streams from HSAAP in an emission controlled thermal treatment facilities.� New facility satisfying the requirements should be in place and operational no later than 01 October 2026. The design and construction will utilize the Dynasafe - Static Detonation Chamber (SDC) and Air Pollution Control System (APC) (the Army�s chosen technology as documented and approved under J&A# CENAO-CT-20-013 on 1 September 2020)which will be procured on the sole source basis by the selected prime contractor.� The new EDC Facility, will satisfy the Government�s requirements to safely and effectively treat the bulk explosive waste at HSAAP and meet the Army�s mission for Government installations to move away from the current open burning explosive waste treatment process and begin utilizing proven environmental treatment technology alternatives. Estimated construction duration is 1,043 calendar days from notice to proceed. Contractors will be required to submit bid bonds documents prior to award. The Government intends to award a firm fixed priced contract to the responsible offeror whose proposal conforms to the terms of the RFP notice, is determined fair and reasonable, and offers the best overall value to the Government as determined through a� Best Value Continuum Trade-off source selection process.� The contracting officer anticipates that the solicitation will include the following evaluation factors: Phase One: Factor 1 � Management Approach Factor 2 � Specialized Experience/Past Performance Phase Two: Factor 3 � Technical Approach Factor 4 � Small Business Participation Plan Factor 5 � Price Factor 1 will be evaluated on acceptable/unacceptable basis. If an offeror is rated unacceptable for Factor 1, then they will not be considered for Phase Two. It is anticipated that the relative order of importance of evaluation factors is Factor 2 and 3 are of approximately equal importance to each other; Factor 4 is less important than either Factor 2 or 3. When the proposal is evaluated as a whole (Factors 2-5), the non-price factors (2, 3, and 4), when combined are approximately equal to price (Factor 5). The Solicitation and accompanying documents will be issued electronically and will be uploaded to beta.sam.gov on or about August 20, 2021.�� Telephone calls or written requests for the RFP package will NOT be accepted.� Prospective offerors are responsible for monitoring beta.sam.gov to respond to the solicitation and any amendments or other information regarding this acquisition.� Prospective Offerors are required to be registered in System for Award Management (SAM) (https://sam.gov) when submitting an offer, and shall continue to be registered until time of award, during performance, and through final payment of any contract.
