- PRESOLICITATION NOTICE FOR SELFRIDGE ANGB, VGLZ212011 REPAIR HVAC�H7, B32, B127 Solicitation Number: W50S85-21-B-0004 Restrictions: Small Business NAICS: 238220 Size Standard: $16.5M Project Magnitude: Between $250,000 and $500,000.00 Title: Repair HVAC H7, H9, B32 B127 _Project: VGLZ212011 Location: Selfridge Air National Guard Base, MI 48045 (Macomb County) Period of Performance: 365 Calendar Days Issue Date: Tentatively 2 August 2021 Pre Proposal Conference and Site Visit: Tentatively 12 August 2021, 11:00 am Closing Date: Tentatively 2� September �2021, 3:00 pm Award date: Tentatively 15 September 2021 PROJECT DESCRIPTION: The contractor shall schedule and perform a construction task for the replacement of the existing heating boiler systems in (4) buildings and the Selfridge Air National Guard Base, Harrison Twp. MI. The Contractor will provide complete and operable boiler systems at Hangar 7, Hangar 9, Building 32 and Building 127. The replacement boilers are of various sizes and shall be high efficiency condensing boiler. The design basis for these boilers shall be Lochinvar Knight Series Commercial Line or equivalent in line with The Selfridge ANG Base Design Standards. The installation and replacement shall include but is not limited to all piping connections, combustion air and venting, power connections, hot water pumps, and system start-up and validation. The pumps and boilers will operate on a loop with the lead / lag configuration which may require some piping changes from the existing configuration. Sizing for the boilers will be approximate to the input MBH to the sizes listed in the SOW. The period of performance shall be (365) days. The contractor will submit a detailed work schedule prior to construction that documents the completion in (365) working days or less. �Weekend and off shift hours work may be required for this construction but is not preferred. The existing boilers will be demoed and the new boilers will be installed in the approximate position of the old boilers. Installation drawings and design drawings are provided as schematics for this installation work. The contractor and any subcontractors will perform site visits and site assessments prior to bidding and construction to cover all cost of the boiler replacements and installation work. The contractor is responsible for a complete assessment of all site conditions prior to bids and all cost will be included in the bid. The installation will be in approximately the same location as the original boilers and will use all of the same utilities connections such as: natural gas, primary electrical connections. New installation pads will be required if the existing pad is not suitable. New VFD locations will be required. All boilers will be set on a 2� installation pad off of the finished floor. The pad will be poured by the contractor if it is not already in place. All combustion air and exhaust systems will be modified and will be a new wall-side mounted concentric and will be thru a new penetration by this contractor, except for B127 which will be a concentric thru the roof. Any existing roof penetrations for intake and exhaust will be patched and the roof will be patched by methods approved by the KO/COR. All work on the existing buildings brick will be performed by an approved journeyman mason contractor with at least (5) years of experience with historical brick. All new brick penetrations will be performed in an approved method with minimal impact on the existing brick. The Selfridge Study of Historical Brick is included with the contract documents. All controls shall match existing base ALC controls systems: (Automated Logic Controls) Scheduling and demolition of the boilers will be approved by the KO/COR so that continuation of heating services is provided for all winter heating requirements for all buildings on this SOW. Work will be required to be scheduled and completed within the temperate months. Contractor is responsible for all work effort in order to provide an acceptable final product that meets the requirements of the boiler system, the drawings and this Statement of Work (SOW). The boiler replacement will meet design intent of the boiler heating system for the buildings. All work performed under this SOW shall be conducted in accordance with all applicable local, state and federal laws, regulations, and codes, ANG policies and regulations, Selfridge Base Standards , and the SOW The projects magnitude is between $500,000.00 and $1,000,000.00. This requirement will be 100% set-aside for Small Business concerns. Offers from other than Small Business concerns will not be considered. This project will be awarded as a firm-fixed price contract. The successful contractor will be chosen via Invitation for Bid procedures that result in the best value to the Government. All information required for submission of an offer will be identified in the solicitation. Solicitation W50S85-21-B-0004 information will be advertised electronically on or about 2�August 2021 at https://www.sam.gov/ with an anticipated award date of 15 September 2021. All responsible sources may submit a proposal which shall be considered by the agency. Award will be made to the responsible bidder whose bid conforms to the invitation for bids and is most advantageous to the Government considering only price and price related factors. This synopsis of proposed contract action is for planning purposes only and does not commit the Government to pay for any information, issue a solicitation, or award a contract. The synopsis is not to be construed as a commitment by the Government. Any costs incurred as a result of a response to this announcement shall be borne by the firm and will not be charged to the Government for reimbursement. Paper copies will not be available.
