This announcement constitutes the only solicitation, quotes are being requested and a written notice, will not be issued. SOLICITATION NUMBER 1040581- is issued as a request for quotation (RFQ). This solicitation document incorporates provisions and clauses which are in effect through Federal Acquisition Circular 2021-05 dated March 5, 2021. This solicitation shall be ( reserved exclusively for small businesses referencing NAICS/North American Industrial Classification Code 334516 with a size standard threshold of 1,000 employees Minimum requirements: Statement of Work The CAMAG TLC-MS Interface 2 will be used for projects related to renewable fuels such as biodiesel and renewable hydrocarbon diesel. In those projects, TLC-MS is necessary to identify fatty acid compositions, impurities, and the product of side reactions. It will also be used to identify sulfur (S)-containing compounds that are commonly found in biodiesel made from brown grease lipids. Those S-containing compounds must be removed to meet biodiesel on-road specifications. Characterization by TLC-MS will provide physico-chemical properties that will help identify methods to remove the S-containing compounds from the biodiesel matrix. Justification for CAMAG Thin Layer Chromatography-Mass Spectroscopy Interface System The CAMAG TLC-MS Interface 2 is needed for rapid and contamination-free elution of selected zones on the TLC plate. Minimum requirements include an easily replaceable in-line filter and the ability to be left in the existing LC/MS setup in bypass mode. The online transfer of eluted zones into the mass spectrometer, HPLC, or into a vial for further analysis is necessary. The TLC-MS Interface should be compatible with all conventional HPLC-MS systems and detect unknown substances at conventional HPLC-MS detection limits. Different extraction heads for various applications (including preparative TLC) are required. The system must be accompanied by a unit that can apply samples as narrow bands with a volume range of 1uL to 5mL and a band length range from 1mm to 190mm. The system must include the ability to completely control the instrument with user created methods which can be stored and reused with minimum alteration. The minimum requirement for the system is that it is accompanied by a plate cutter that can cut both TLC and High Pressure-TLC glass plates with a thickness up to 3 mm, and an automated dipping unit that allows the user to select immersion time and accommodates 10 cm and 20 cm plate height. The system must be accompanied by two dip tanks that accommodate the immersion of 10 and 20 cm plate heights. Expert installation and training are necessary for the proper alignment and configuration of all these parts onto existing lab instrumentation. Clauses/Provisions Incorporated by reference: This requirement incorporates one or more clauses by reference with the same force and effect as if they were given in full text.
