- The U.S. Coast Guard (USCG) Surface Force Logistics Center (SFLC), In-Service Vessel Sustainment (ISVS) Section, in support of the 175-WLM Major Maintenance Availability (MMA) is releasing this Request for Information (RFI) to gather information related to commercially-available Fire and Smoke Detection system for the 175 WLM Class cutters. Request for Information (RFI) Only. This RFI is issued solely for information and planning purposes � it does not constitute as a Request for Proposal (RFP) or a promise to issue an RFP in the future. This request for information does not commit the Government to contract for any supply or service. Further, the Government is not at this time seeking proposals and will not accept unsolicited proposals. The Government will not pay for any information or administrative costs incurred in response to this RFI; all costs associated with responding to this RFI will be solely at the interested party�s expense. Not responding to this RFI does not preclude participation in any future RFP, if any is issued. If a solicitation is released, it will be synopsized on the beta.sam.gov. Background The 175� Coastal Buoy Tender (WLM) currently uses a Pyrotronics System 3 for fire and smoke detection system. The system is obsolete and no longer supported by the original manufacturer now owned by Siemens. An automatic fire and smoke alarm system consists of a fire detection and alarm central control panel, repeater panels (if needed), detectors, and manually operated call points located throughout the vessel in the various structural fire zones, and audible and visual alarms to signal the presence or indication of fire. Requirements Potential Fire and Smoke Detection Systems must meet the requirements of IEEE-STD-45 and NFPA 72 and the following USCG service requirement: Fire Alarm Control/Annunciator Panel The panel shall provide alarm circuit supervision and visual indication for each zone on the fire and smoke detection system. Shall provide alarm status and indication to the Machinery Control System (MCS). Shall use 120V, 60 Hz power. Shall have the capability to be supplied by two separate ship�s sources of power.��� Smoke Detectors Ionization type smoke detectors shall be used in all compartments except in compartments such as machinery spaces where significant concentration of hydrocarbon vapors and other gases could have adverse effect on detector sensitivity.� Photoelectric detectors shall be used in these adverse environments. Smoke detectors shall be installed in sufficient quantities such that each detector�s coverage does not exceed 500 square feet. Flame Detectors Shall be triple spectrum infra-red type. Flame detectors shall be suited for use in an engine room/industrial marine environment. Flame detectors shall be capable of detecting a 12� x 12� Diesel pan fire at 37� and a 90� field of view horizontally and vertically. Heat Detectors Heat Detectors shall operate before the temperature exceeds 172�F, but not until the temperature exceeds 129 �F, when the temperature is raised to those limits at a rate less than 1.8 �F per minute. Pull Stations Pull stations shall be single action. Audible/Visible Alarms Audible alarms shall have a sound level at least 15 dB above the average ambient sound level or 5 dB above the maximum sound level having a 60 second duration (whichever is greater), measured 5 feet above the floor in the occupiable area, using an A-weighted scale (dBA). Audible alarms shall have a sound level of not less than 45 dBA at 10 feet or more than 120 dBA at the minimum hearing distance from the audible appliance. The flash rate shall not exceed 2 flashes per second nor be less than 1 flash per second throughout the listed voltage range of the appliance. Maximum pulse duration shall be 0.2 seconds with a maximum duty cycle of 40 percent.� Pulse duration shall be defined as the time interval between initial and final points of 10 percent of maximum signal.
