- Description
- DOL is seeking information on market options for deployment of solutions that can integrate case management data within, or potentially among, states across the numerous AJC government programs that may have disparate technology systems, as a means to bring data elements for common program customers under one system. DOL is interested in solutions with options to create interoperability among existing systems swiftly and modularly depending on respective state needs and capacity. DOL is most interested in agile development solutions that leverage application programming interfaces (APIs), open source technologies and micro services architecture. The architecture must be highly reliable and scalable. The realized system solution would allow for integrated data view and consumption on a single customer across the covered government programs, regardless of data point system of origin, as well as for the capacity to aggregate data across all customers for reporting and policy analysis purposes. Such functionality would serve operations needs across numerous local, state and federal stakeholders, but notably would allow for cross governmental program efficiencies and superior coordination and outcome driven service delivery to jobseekers. The envisioned primary end user for such a system would, first and foremost, be state/ local case manager staff across the American Job Center programs (assume a minimum of a thousand users across any given state). Tracked data/ functions within an integrated system would include, but are not limited to, intake, programs customer enrollments, shared case notes, eligibility determination, program cost allocation, services delivered, needs/ skills assessments, basic participant characteristics, and performance reporting across ultimately, the following programs, though perhaps not all at initial deployment: DOL funded programs: WIOA title I services, Wagner-Peyser Act Employment Service, Unemployment Insurance, Reemployment Services and Eligibility Assessment (RESEA), Trade Adjustment Assistance (TAA) Workforce related competitive grant programs awarded to states Apprenticeships programs, WIOA title IV Vocational Rehabilitation, WIOA title II Adult Education Temporary Aid for Needy Families (TANF) Supplemental Nutrition Assistance Program (SNAP)
