Description
This is only an announcement; PLEASE DO NOT SUBMIT PROPOSALS IN RESPONSE. Subsequent calls will be issued under this announcement to solicit proposals for specific efforts. Please refer to the attachment section of this announcement for the calls.� Publication of this announcement does not obligate the DoD to review any white papers submission beyond an initial administrative review, or to award any specific project, or to obligate any available funds. A. Introduction: Yokota Air Base (YAB) is conducting a Commercial Solutions Opening (CSO) authorized by Department of Defense Class Deviation 2018?O00016. The Air Force intends to obtain innovative solutions or potential new capabilities that fulfill requirements, close capability gaps, or provide potential technology advancements. Solutions may include existing technologies or procedures that are not currently in use by units on or supported by YAB that would enhance or streamline their mission capabilities. Under a CSO, the Air Force may competitively award proposals received in response to a general solicitation, similar to a broad agency announcement, to acquire innovative commercial items, technologies, and services based on a review of proposals by scientific, technological, or other subject?matter experts within the Air Force. Under this CSO, all items, technologies, and services shall be treated as commercial items IAW FAR 2.101. This is an umbrella CSO solicitation that contains basic information, but does not request White Papers or proposals with its initial issuance. This type of CSO functions as the framework for future �Calls� by identifying technical areas and the basic terms and administrative information of the CSO; Calls for White Papers or proposals will be issued as amendments to this CSO and may be made at any time during its open period. Calls will further define the technology and/or Government needs or they may simply request White Papers or Proposals. Calls can also include specific terms applicable to that call; such as further technical details and any pertinent clauses such as available Government Furnished Property or specific Organizational Conflict of Interest requirements. White papers or proposals shall only be submitted when calls are issued. Offerors should monitor the Government Point of Entry (currently SAM.gov) in the event this announcement is amended or Calls are issued. This CSO will remain open for calls for a period of sixty (60 months) from the issue date of this CSO, and will be updated annually at a minimum with new requirements and/or changes to �current requirements. �Innovative� is defined as any new technology, process or method that is new as of the date of submission of a proposal. It may include an application of an existing technology, method, or process that is not currently in use at Yokota Air Base or its supported units. This CSO contains broadly defined Areas of Interest (AOIs) and interests in more specific requirements. While these areas of interest are geared toward meeting requirements at locations listed in each AOI, the Government reserves the right to award contracts from this CSO to meet Air Force requirements at other locations with similar AOIs and mission requirements. In order to expedite funds, if possible, the Government intends to pay potential resulting contracts with the Government Purchase Card (GPC). The GPC is a Government credit card and will require offerors to have the ability to accept a credit card payment. Otherwise electronic funds transfer through Wide Area Workflow (WAWF) will be utilized. Offerors must have the capability to invoice through WAWF system. B. Calls Over the period of this CSO, �Calls� will be issued to request white papers or proposals for specific AOIs. It will be determined on a call by call basis whether or not the announcement is for white papers (two-step) or proposals (one-step). A proposal consists of a White Paper with an accompanying price proposal. A White Paper shall not be accompanied by a price proposal. White Papers or proposals submitted in response to the Calls will be accepted as specified in the individual Calls and evaluated in accordance with the Proposal Review Information. For One-Step Calls �� Step 1: The Government issues Call with Proposal. �� Step 2: Interested parties submit proposals in response to the Call. �� Step 3: The Government evaluates proposals and makes award decision (the Government reserves the right to not make any awards in response to a Call) For Two-Step Calls �� Step 1: The Government issues a Call with White Paper. Step 2: Interested parties submit White Papers in response to the Call. Step 3: The Government evaluates White Papers and makes decision to issue request subsequent price proposals to meritorious offerors. Step 4: The Government issues request for price proposal. Step 5: Offerors submit proposal in response to request for price proposal. Step 6: The Government evaluates proposals and makes award decision (the Government reserves the right to not make any awards in response to a Call) C. Estimated Program Cost The annual program value is not anticipated to exceed $1M with multiple awards anticipated, with award values potentially ranging from $10K to $250K. D. Anticipated Number of Awards The Air Force anticipates 5-10 awards per year for this announcement. However, the Air Force reserves the right not to award contracts from the proposals received. E. Type of Contract The Air Force anticipates the award of a Firm-Fixed Price type contract in accordance with FAR Part 12. Offerors are encouraged to review FAR 52.212-4 and 52.212-5 for standard terms and conditions of a FAR Part 12 contract. In addition, the Air Force reserves the right to award agreements if deemed in its best interest. F. Instructions for Preparation and Submission of White Papers and Proposals ** NOTE: Submitted documents shall not contain classified data or sensitive information, and proprietary information shall be clearly marked ** White Paper Format White Papers shall include a discussion of the nature and scope of the effort and the offeror�s proposed technical approach. The Government will review the White Papers in accordance with the criteria set forth in this announcement. The White Paper shall be limited to 5 pages, prepared and submitted in Word format using standard font sizes and page formatting. Pages shall be on 8.5 by 11 inches or Japanese equivalent paper size. Offerors are reminded to be mindful of the page count when adding illustrations, flowcharts, drawings, and diagrams. Excess pages will not be considered. The White Paper shall include: CSO Number and Call Number Applicable Area of Interest Name of Company, CAGE Code and DUNS number, company URL Anticipated Period of Performance and Task Objectives Technical Summary and Proposed Deliverables Technical Summary: the technical summary should address how the proposed solution is innovative and the feasibility of the solution solving the unit�s challenge(s), including examples demonstrating possible application of the proposed innovation. The information should be provided in sufficient detail to allow the Government to make an assessment of their capability to support the proposed solution. Offerors shall describe the unique aspects of their proposed solution as it relates to the Area of Interest. Rough Order of Magnitude: The offeror should provide a rough project estimate bottom line dollar figure. Slide deck not to exceed 15 slides outlining technical solution The slide deck shall not copy and paste information from the White Paper submitted. The use of pictures, charts, models, and diagrams demonstrating/showing the solution is highly encouraged but not required. Offerors may submit an optional video presentation demonstrating their innovative solution. The video shall not exceed 5 minutes. Proposal Format Proposals submitted in response to this CSO shall include a White Paper as described above as well as a Price Proposal. Cover Letter section shall include the following: CSO Number and Call Number Length of time proposal is valid (minimum 60 days) Authorized point(s) of contact for the company *Note: The Cover Letter shall not exceed 2 page. Excess pages will not be considered. Price Proposal � the price proposal shall include the following: CSO Number and Call Number Proposed price For delivery, price of shipping must be included to FOB Destination Proposed delivery or period of performance Price Proposal shall not exceed 2 pages SAM Registration: It is critical that all offerors are registered in the System for Award Management (SAM) at SAM.gov. You should verify that your registration is complete and that you are registered to receive awards (check yes to �wish to bid on contracts� question) and that your address on your proposal cover letter matches your address on your SAM registration or you won�t receive an award. Our intent is to move fast so please double check your CAGE code and DUNS number to make sure they are correct and correspond with your SAM registration. If they don�t, you won�t receive an award. Exception to SAM registration: In accordance with FAR 4.1102(a)(6), offerors and quoters are not required to be registered in SAM at the time an offer or quotation is submitted for contract actions at or below $30,000 awarded to foreign vendors for work performed outside of the United States if it is impractical to obtain a SAM registration. Proposal Submission: In order for your proposal to be evaluated it must be submitted via email to jacob.love.3@us.af.mil and 374CONS.PKSB.AdminWorkflow@us.af.mil by the time and date specified within the call. A hardcopy will not be accepted. If your proposal is received after the time and date specified, your proposal will not be considered your proposal. �If your proposal is too �large to transmit via e?mail use SAFE https://safe.apps.mil/about.php and send an additional e?mail to the above to notify of the documents sent through SAFE. �Questions may be submitted to the contracting personnel above. All questions must be submitted in writing, via email. All questions will be compiled, and answers will be posted as an amendment to this CSO. The intent of the Q&A is to provide all interested parties with pertinent information. If additional questions arise based on the responses, an additional Q&A session may be held. Offerors may submit proposal amendments any time prior to the proposal deadline within the Call, however the Government will ONLY review the final amended proposal that is submitted. Please ensure that your e?mail address listed in your proposal is current and accurate. The Government is not �responsible for ensuring notifications are received by firms changing mailing address/e?mail address/company points of contact after proposal submission without proper notification to YAB. Changes of this nature shall be annotated in the SAM.gov submittal or amendments. A proposal is acceptable if it conforms to all material requirements of the CSO, otherwise it is unacceptable and may be ineligible for award. **Note: Offerors are responsible for ensuring that ALL Amendments to this solicitation are reviewed carefully prior to submitting a proposal. G. Procedures and Criteria for Selecting Proposals The Government will review each White Paper or Proposal and select the offeror(s) that has the greatest potential to solve problems in the areas of interest (AOI). The Government will evaluate White Papers and/or Proposals in accordance with the following evaluation factors to determine if the effort is of further interest to the government. Proposals will be evaluated using the following three?part evaluation process: Factor 1: Technical Is the solution innovative? Will be feasibly solve some or all of the AOI�s stated problem(s)? Will it improve the unit�s mission effectiveness? Factor 2: Importance to Agency Problems To what extent is the proposed solution meeting or exceeding the Area of Interest? Factor 3: Price Are adequate funds available? Is the price reasonable for the solution proposed? (Contracting Officer Determination) In some cases this may require a request for additional pricing information from the offeror to help support this determination. The Air Force must determine the price fair and reasonable prior to award using the procedures at DFARS subpart 212.209. Relative Importance: All Factors are of approximately equal importance. Method of Evaluation: Scientific, technological, or other subject?matter experts Proposals will be categorized as Recommended, Selectable, or Non-selectable as follows: Recommended: Proposals are recommended for acceptance if sufficient funding is available, and normally are displaced only by other recommended proposals. Selectable: Proposals are recommended for acceptance if sufficient funding is available, but at a lower priority than recommended proposals. A Selectable proposal may require additional development. To ensure a diversity of approaches, a Selectable proposal may be prioritized over a recommended proposal if the Selectable proposal presents a unique approach unlike any of the recommended proposals. Not Selectable: Even if funds were available, the proposal should not be funded. During any step of the CSO, the Air Force may send questions or comments for the offerors to address via email. The Government may elect to use external market research in the evaluation of the proposals. During any step of this CSO process, the Government may correspond with offerors by email or phone to request more information or provide feedback to offerors. *Note: The Air Force reserves the right to change the evaluation criteria during any step of the CSO or cancel an Area of Interest and immediately make awards or not make a specific award or any awards if it deemed in the best interest of the Government. H. Areas of Interest (AOI) 1. Micromobility Current Problem:�Yokota Air Base has limited mobility options to access key services around the base. Desired Outcomes: The Government desires a Micromobility solution fitting to the needs of Yokota Air Base. 5352.201?9101 PACAF Ombudsman 10/1/2019 (a) An ombudsman has been appointed to hear and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. The existence of the ombudsman does not affect the authority of the program manager, contracting officer, or source selection official. Further, the ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes. The ombudsman may refer the interested party to another official who can resolve the concern. (b) Before consulting with an ombudsman, interested parties must first address their concerns, issues, disagreements, and/or recommendations to the contracting officer for resolution. Consulting an ombudsman does not alter or postpone the timelines for any other processes (e.g., agency level bid protests, GAO bid protests, requests for debriefings, employee?employer actions, contests of OMB Circular A?76 competition performance decisions). (c) If resolution cannot be made by the contracting officer, the interested party may contact the ombudsman, AFICC/KH (Chief Enlisted Manager), 25 E Street, Suite B?100, JBPH?H, HI 96853?5427, Phone: (808) 449?8569, FAX: (808) 449?8571, e?mail: afica.kh@us.af.mil. Concerns, issues, disagreements, and recommendations that cannot be resolved at the Center/MAJCOM/DRU/SMC ombudsman level, may be brought by the interested party for further consideration to the Air Force ombudsman, Associate Deputy Assistant Secretary (ADAS) (Contracting), SAF/AQC, 1060 Air Force Pentagon, Washington DC 20330?1060, phone number (571) 256?2395, facsimile number (571) 256? 2431. (d) The ombudsman has no authority to render a decision that binds the agency. (e) Do not contact the ombudsman to request copies of the solicitation, verify offer due date, or clarify technical requirements. Such inquiries shall be directed to the contracting officer.
