- Special Notice: FD-2021-202 NOAA/NMFS/SEFSC The U.S. Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), National Marine Fisheries Service (NMFS), Office of Management and Budget (OMB) intends to award, on a sole source basis, under the authority of FAR 13.106-1(b)(1), with University of the Virgin Islands in St. Thomas, USVI to procure the following: The South East Fisheries Science Center requires a Contractor to provide sufficient qualified manpower to accomplish the required tasks in a safe and timely manner.� The primary tasks that must be completed include the collection of tissue samples from coral colonies, maintenance of accurate records in the field and during processing to ensure proper colony identification, suspension of fragments in the UVI coral nursery, preservation of corals using sterile techniques, and shipment of tissue samples from the U.S. Virgin Islands to the NOAA Lab in Galveston. Coral samples will be collected at numerous sites around St. Thomas and St. John. NOAA Fisheries PIs will receive and analyze samples from the three acroporid corals to determine the effectiveness of a novel, portable genomics sequencing device that will eventually be used in the field. The samples collected will be used to validate results derived from samples collected in 2019 and to increase the catalog of unique colonies and genotypes. Additionally, the vendor shall place fragments of sampled corals in the UVI coral nursery for monitoring. Survival, growth, and outplant success monitoring of A. cervicornis and A. prolifera colonies is imperative for understanding the efficacy of using the hybrid in future restoration initiatives. Start date for the base contract will begin on the date of contract award for a period of 12 months with one 12 month option period to follow. The purchase order will reduce the requirements for PI travel and streamline the sample collection process. It is imperative to continue the work with experienced research partners to complete the following research goals:� to develop an efficient and effective method based on deep-genome sequencing to identify acroporid colonies best suited as source populations for coral reef restoration; to map the distribution of acroporid colonies, elkhorn, staghorn, and fused staghorn (the hybrid), by genotype to better understand the spatial relationships and extent of distinct genotypes; and, to work with existing research partners in demonstrating the effectiveness of the rapid genome sequencing as an alternative to the current time-consuming approaches, in providing stocks for nursery grow-out and reef restoration out-planting. The applicable Size Standard is North American Industry Classification System (NAICS) Code 541990, with a Small Business size standard of $16.5M. **THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS AND NO SOLICITATION PACKAGE IS AVAILABLE. HOWEVER, FIRMS THAT BELIEVE THEY CAN FULLY MEET THE GOVERNMENT'S REQUIREMENTS MAY SUBMIT SUBSTANTIATING DOCUMENTATION IN WRITING TO THE IDENTIFIED POINT OF CONTACT WITHIN 15 DAYS AFTER PUBLICATION OF THIS SYNOPSIS. SUCH DOCUMENTATION WILL BE EVALUATED SOLELY FOR THE PURPOSE OF DETERMINING WHETHER OR NOT TO CONDUCT THIS PROCUREMENT ON A COMPETITIVE BASIS. A DETERMINATION BY THE GOVERNMENT NOT TO CONDUCT A COMPETITIVE PROCUREMENT, BASED UPON RESPONSES TO THIS NOTICE, IS SOLELY WITHIN THE DISCRETION OF THE GOVERNMENT.
