Description
DESCRIPTION: The National Institutes of Health - NICHD intends to procure the services of a contractor to provide a Maintenance contract for Hitachi Optical Topography Systems.� This service is for the Section on Biomedical Stochastic Physics run by Dr. Gandjbakhche.� It is a service contract for a very important piece of equipment called the Hitachi Optical Topography or fNIRS.� This section uses this tool which is a non-invasive medical and scientific instrument that examines brain activity using near infrared light to measure and visualize the pattern of hemodynamic changes in the cerebral cortex at the brain surface.�� This Service Maintenance Agreement (SMA) is for one Base Year and Two (2) Option Years. Hitachi is the only manufacturer of this tool and therefore would be the only company with the scientific knowledge to maintain and fix any repairs that might be needed.� This would ensure that important research is not lost. Hitachi is the only entity to represent, warranty, and assign license rights for all Hitachi optical topography. This is required for warranty of the optical topography machine. Many researchers need this instrument as a diagnosis tool to address studies dealing with a wide variety of diseases. HHA will provide Preventative Maintenance coverage in accordance with the Manufacturer's specifications and at the Manufacturer's recommended intervals. PM work will be scheduled at mutually agreeable times, to be completed according to the SMA PM Schedule. After hour PMs can be added for an additional $5,000 Remedial maintenance required to maintain the Equipment at manufacturer's specifications during coverage hours. Labor requested outside coverage hours will be billed at HHA current labor rates. �All parts required to maintain the equipment to manufacturer's specifications, including coils. [EXCLUDES 3rd PARTY EQUIPMENT/ABUSE AND/OR NEGLIGENCE, refer to Tube Rotations for X-RAY TUBE REPLACEMENT coverage limitations] Applications support provided via Helpline: 800-622-HMSA (4672); 8am-9pm, Monday-Friday (EST) On-site applications assistance will be provided at $1,500 for a two day minimum, plus $1,000 each additional day Travel and living expenses covered by this SMA are included at no charge. Travel outside of coverage hours will be billed at HHA's then current rates. �Purchaser will receive a 25% discount off the List price of options. All authorized Operating Software enhancements not requiring hardware additions can be purchased at a discounted price of $5,000 per upgrade. Pricing includes onsite applications assistance in coordination with the Operating Software enhancement. Scope of Equipment Maintenance Services Subject to the exclusions set out in Section 6 of these WMS Terms, Hitachi Equipment maintenance comprises the following: (a) supervision and installation of engineering changes impacting the reliability of the Equipment, which Hitachi determines to be relevant to the Equipment; (b) preventive maintenance for Equipment, including necessary lubrication, adjustment or replacement of unserviceable parts; and (c) unscheduled maintenance for Equipment, including repair, adjustment or replacement of unserviceable parts, as determined necessary by Hitachi and described in the hours of coverage under the applicable Plan. �Scope of Support Services for Software (a) Subject to the exclusions set out in Section 6 of these WMS Terms, Hitachi�s Software support comprises the support required for the ordinary use of the Software in accordance with its Published Specifications, which is provided through: (i) remote telephone support or support via the Hitachi Support Portal to: (A) identify the Defect, its source and assist in resolving the Defect; (B) advise on installation of Updates; and (C) respond to minor �ad hoc� Software information queries; (ii) on-site intervention (where necessary) and the provision of Patches and Fixes, Service Packs (where necessary), to be respectively performed at Hitachi's sole discretion; and (iii) the provision of access to Updates as and when Hitachi makes them generally available. Additional fees for Updates and/or Upgrades may apply. Access to Updates will be without additional charge where Hitachi provides the Updates on that basis to its general customer base. (b) Hitachi only supports the Operating Software (including any Array Based Software) if Hitachi is also maintaining the Equipment on which it is installed. Hitachi�s obligation to provide Software support under Section 5(a) above is contingent upon the following: (i) the Software must be subject to a current and valid license; (ii) the Software must be covered under a current and fully paid up agreement for the support services; and (iii) the Software must be operating in a Hitachi-supported configuration, which may be detailed in the Published Specifications. If Your Software license is terminated for any reason (including due to the assignment or transfer of the license to another party) then Hitachi�s obligations to provide support for the relevant Software will cease.� (see) Warranty and Maintenance & Support Exclusions. This proposed procurement is for a service for which the government intends to negotiate with one source, Hitachi Healthcare Americas, located in Twinsburg, OH 44087.�� In order to comply with the requirements in this Special Notice#� NICHD-21-220, the responses should be based on our interpretation of the general requirements provided.� Interested persons may identify their interest and capability to respond to the requirement or submit quotations. This notice is not a request for competitive quotes. However, all quotes received within the time and date of publication of this ""Special Notice� will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a future competitive procurement. According to Hitachi Healthcare,� �HHA is the only entity to represent, warranty, and assign license rights for all Hitachi optical topography products. HHA directly supports its customers with sales, service, and on-site clinical applications assistance. Our optical topography products are backed with the most exclusive post-sales support, including on-site applications revisits for the useful life of the product. Planned maintenance is required to certify that the system is operational within specifications. We do not outsource (3rd party service providers or contractors) to perform repairs or other service activities c)n the Hitachi equipment at your facility. �The use of ""grey goods"" from any unauthorized source of means voids all post-sales support, warranties, and guarantees�. Premium Service provides the same services as Standard Service (corrective maintenance to rectify unexpected problems - 24/7 - with onsite response for critical situations) but with a two-hour, targeted onsite response for critical situations for organizations that require a high level of onsite response. HOW TO RESPOND: In order to compete for this project, interested parties must be registered in the Central Contracting Registration/SAM and submit a price quotation by 10:00 am, ET, August, 2nd �2021. Offerors should submit one copy of the quote to MOE FILALI via email. Electronic transmissions to Moe.Filali@nih.gov are preferable but must be timely. It is the responsibility of the Offeror to ensure the proposal is received by the date and time shown above.
