- NOTICE OF INTENT TO SOLE SOURCE Structural Design Software Development for Wind Response Research Announcement Type: Special Notice Announcement Number: NIST-NOI-21-7302012 PSC Code: R425 � Support � Professional: Engineering/Technical Subject: Development of Investment Planning Tool for Enhancing Earthquake Performance � Introduction This is a notice of intent, not a request for a quotation. A solicitation document will not be issued and quotations will not be requested. Purpose The National Institute of Standards and Technology (NIST) intends to negotiate a firm-fixed priced purchase order on a sole source basis with Grid Engineers I.K.E. located at 3 Pampouki, Neo Psychoiko, Attiki, 15451, Greece. The purchase order will be for structural design software development for development of an investment planning tool for enhancing earthquake performance and recovery of transportation infrastructure lifelines. The period of performance will be October 1, 2021 through September 30, 2023. Authority This acquisition is being conducted under the authority of FAR Subpart 13.106(b)(1) allowing the Contracting Officer (CO) to solicit from one source. The North American Industry Classification System (NAICS) code for this acquisition is 541330 � Engineering Services with a size standard of $16.5 Million. � Background As the United States President and Congress are currently working on a $1.7 trillion infrastructure plan in order to retrofit infrastructure and speed up economic recovery, it is now more important than ever to offer the tools necessary in order to appraise and optimize such investments from a resilience perspective. It is well known that many of the country�s Infrastructure elements are at a critical state in which their safety - and even their very operability - may be questionable (ASCE Infrastructure Report Card 2021). Report NIST SP 1254, requested by Congress, discusses �better than code� design and performance for building and lifeline systems. While several state-of-the-art tools and methodologies to design and build new infrastructure or to retrofit existing ones are available, the prioritization of actions and optimization of spending the allocated budget in a way that targets return to service, and thus contributing to enhancing the nation�s resilience, remains a major issue requiring further guidance. This project will develop an online tool that will contribute to strengthening America�s infrastructure focused on transportation lifeline systems. The project will advance recent (not yet published) work by the U.S. Federal Highway Administration (FHWA) ( �Framework for Infrastructure Resilience and Post-Hazard Response� ) and the U.S.� National Institute for Standards and Technology (NIST) Edge$ (Economic Decision Guide Software) (Helgeson et al, 2020) as well as the U.S. Federal Emergency Management Administration�s (FEMA) Hazus framework. The project will combine these efforts into a single tool that will support decisions on how to maximize earthquake resilience of a highway network while optimizing the investment of financial resources. This effort is directly addressing Recommendations 1 and 4 of the NIST SP 1254 Report for functional recovery performance goals � specifically for transportation structures - that requires infrastructure to be maintained, or to quickly provide service to the population after natural hazard events.�� Description The purpose of this acquisition is support services to develop a tool that allows users to plan investments in enhancing earthquake performance and recovery time of highways. The tool shall advance the recently developed Federal Highway Administration resilience assessment tool and connect to NIST�s EDGE$ Economic decision guide software.� The tool shall have 3 modules: �user input�, �analysis� and �output.� This requirement is related to on-going research efforts associated with FHWA task order DTFH6114D00048 / 693JJ319F000254 titled �Framework for Infrastructure Resilience and Post-Hazard Response.� Sole Source Determination The sole source determination is based on the following: � The National Institute of Standards and Technology (NIST) requires contractor support to develop a tool that will allow users to plan investments in enhancing earthquake performance and recovery time of highways. This tool shall advance the recently developed Federal Highway Administration (FHWA) resilience assessment tool and connect that tool to NIST�s existing EDGE$ economic decision guide software.� Grid Engineers I.K.E. (GE) was responsible for the architecture of the assessment tool framework and is knowledgeable of its entire background and philosophy.� The FHWA work has not yet been published and the publication process cannot be accurately estimated; the work must undergo rigorous interagency reviews. NIST�s current requirement is a continuation of the unpublished FHWA research and NIST�s requirement must begin without delay. Therefore, GE is the only capable contractor as GE is the only contractor with the requisite knowledge of the currently unpublished FHWA assessment tool framework, background, and philosophy. No other contractor has the required knowledge of the FHWA project which is the basis of the required work. As a result, GE is the only company which can conduct the project. Additionally, GE has been assigned the development of the World Bank's toolkits for the incorporation or climate-related risks in the procurement of public-private partnership infrastructure projects (World Bank Contract 7198902). GE has developed proprietary highway resilience monitoring and investment optimization platforms for major US (e.g., WSP, Marsh, McLennan) and international firms, contractors and concessionaires (e.g., Bouygues, Vinci, Hochtief) under this development project. NIST requires that these platforms influence NIST�s required tool creation and only GE can provide this service. Lastly, as the organizers of the International Conference on Natural Hazards and Infrastructure (www.iconhic.com/2021) - a reference biennial global event in which the opening plenary is customarily delivered by the President of ASCE, the GE team is uniquely placed for dissemination and outreach as well as capacity building activities. Only GE is in this position and NIST requires this public outreach capacity to promote the successful adoption and application of the NIST tool to be developed. For the above described reasons, only Grid Engineers I.K.E. is capable of meeting Government requirements for this project.
