- Special Notice � Intent to Sole Source Synopsis - Additional Battery Installation, Battery Energy Storage System (BESS), Tafuna, America Samoa � � This is a notice of intent to acquire ELM battery system equipment and monitoring components to be installed at Army Reserve Center located at Tafuna, America Samoa operated by the Army Reserves. The United States Army intends to incorporate the requirement for ELM battery system equipment and monitoring into the battery energy storage system (BESS) expansion project at Army Reserve Center located at Tafuna, America Samoa operated by the Army Reserves. The U.S. Army Corps of Engineers, Honolulu District, requests to have ELM battery system equipment and monitoring into the battery energy storage system (BESS) expansion project at Army Reserve Center located at Tafuna, America Samoa.� The requirement requires the use of battery system components and monitoring from ELM to facilitate consistency and compatibility with the existing BESS from ELM (ELM microgrid 250).� The ELM microgrid 250 is a propriety system, that is owned and operated by ELM FieldSight. The existing ELM microgrid 250 will only perform as designed with the use of ELM battery system equipment and monitoring components. Any deviation from the existing ELM battery system equipment and monitoring components will void the warranties and the system performance will fail. Firms believing they have an alternate fuel system monitoring components that can fully meet the compatibility requirements of the existing ELM microgrid 250 system may submit a capabilities statement.� The capability statement shall be submitted by email to LaTorie Bivins at latorie.m.bivins@usace.army.mil and Dayna Matsumura at dayna.n.matsumura@usace.army.mil no later than 28 July 2021 at 10:00 a.m. Hawaii Standard Time (HST).� The statement shall include the following: ����� a.�� Provide fully detailed specification sheets describing the alternate battery system and monitoring components offered that are equal to and fully compatible with the existing ELM microgrid 250.� The specification sheets shall specify the manufacturer�s name, address and country of manufacture. ����� b.�� Provide a narrative, no longer than 3 pages, addressing how the alternate battery system and monitoring components offered is fully comparable and compatible with ELM microgrid 250.� For each of the standards listed below, provide an explanation of how your product will function without modification, to operate in the same manner and functionality as the ELM microgrid 250.� Parts and systems of the alternate product offered must be completely interchangeable with ELM BESS.� The narrative shall also address the seamless interchangeability of parts and systems with the ELM microgrid 250 system. The Government will not assume any costs for preparing or submitting information in response to this announcement.
