- Description
- The Government hereby submits a notice of intent to award a sole source firm fixed price modification to existing FCC Contract 273FCC18C0015 to SamKnows, Inc, a large business.� The purpose of the modification is to develop and incorporate additional functionalities �into an existing mobile speed test app (and provide associated support and maintenance) necessary for the Broadband Data Collection (BDC, formerly known as the Digital Opportunity Data Collection) broadband mapping effort required as part of the Broadband DATA Act, as well as optional services for future program transition activities. The period of performance for this effort will be a 12- to 18-month period. The total estimated value is $600K. The services requested shall provide hardware and software to support additional FCC Speed Test app functionalities needed for the BDC mobile challenge process and mobile crowdsource data collections.� The services shall also provide the necessary data collection, analyses and overall test management and administration of the program. The results of the services shall be useful in supporting the Broadband Data Collection initiatives by raw data, data products, and technical platforms for providing the public with valuable information about and tools for validating broadband performance across the United States. This sole source contract modification action is pursuant to authority based on Federal Acquisition Regulation (FAR) 6.302-1 (�only one responsible source and no other supplies or services will satisfy agency requirements� for the aforementioned requirement). Responses to this notice must demonstrate clear and convincing evidence that competition would be advantageous to the Government, would not be cost or time prohibitive, and would not hinder the mission objective of the Broadband Data Collection initiative. The determination not to compete this proposed contract modification action is solely within the discretion of the Government.� Information received will normally be considered for the purposes of determining whether to conduct a competitive procurement. The Government will not be responsible for any costs incurred by responding to this notice. This is NOT a request for quotes or proposals.
