- The United States of America, acting through the Millennium Challenge Corporation (�MCC�) and the Government of Mongolia (the �Government�) have entered into a Millennium Challenge Compact for Millennium Challenge Account assistance to help facilitate poverty reduction through economic growth in Mongolia (the �Compact�) in the amount of 350 million USD (�MCC Funding�). The Government, acting through the Millennium Challenge Account � Mongolia (the �MCA-Mongolia�), intends to apply a portion of the MCC Funding to eligible payments under a contract for which this Request for Applications (�RFA�) is issued. Any payments made by the MCA Entity under the proposed contract will be subject, in all respects, to the terms and conditions of the Compact and related documents, including restrictions on the use and distribution of MCC Funding. No party other than the Government and the MCA Entity shall derive any rights from the Compact or have any claim to the proceeds of MCC Funding. The Compact and its related documents can be found on the MCC (www.mcc.gov) and MCA-Mongolia website (https://mca-mongolia.gov.mn/). The Compact will assist the Government in meeting the projected demand for water in the capital city of Ulaanbaatar for residential consumers and commercial and industrial users through a Water Supply Project, consisting of three closely related investment activities: � A Downstream Wells Activity, to construct new groundwater wells with attendant transmission lines, reservoirs, and an advanced water purification plant; � A Wastewater Recycling Activity, to construct a new wastewater recycling plant and pipelines to provide high-quality treated wastewater that can be used instead of fresh water by water-intensive industries, thereby increasing the amount of fresh water available for household consumption; and � A Water Sector Sustainability Activity, to support policy reforms, capacity building, and technical assistance to improve the long-term sustainability of Ulaanbaatar�s water supply. Under the Downstream Wells Activity, infrastructure developments of Ulaanbaatar city Water Supply Project will be implemented in Khan-Uul and Songinokhairkhan districts. Environmental Social Impact Assessment (ESIA) and Detailed Environmental Impact Assessment (DEIA) had been carried out during the developments of engineering detailed designs according to the International Finance Corporation standards and Law on Environmental Impact Assessment. MCA-Mongolia now invites qualified and experienced Individual Consultants to i) carry out Mongolian marmot census in the AWPP vicinity area including habitat assessment and population composition in each clusters; ii) develop BAP which must be consistent with the requirements set forth in the IFC Performance Standard 6 and iii) develop measures to minimize impacts and restore biodiversity and ecosystem services iv) assess the effectiveness of proposed mitigation measures in the Environmental and Social Management Plan (ESMP) and suggest improvements or alternatives. Please note that MCA-Mongolia will not consider companies and firms for this procurement. The Consultant is expected to have the following qualifications and experience: Master�s Degree in environmental sciences, biology, environmental planning, environmental policy, and natural resources management and/or other related fields. Minimum of fifteen (15) years of professional environmental experience with practical experience in the implementation of development projects with incorporations of environmental and species assessment and compliances etc. Practical experience in conducting small mammal census and developing classification and habitat modelling of threatened species of Mongolia, biodiversity assessment and behavior study of small mammals, environmental assessment etc. Practical experience in developing and/or implementing species conservation plans consistent with IFC Performance Standards, other international standards, and Mongolian laws and regulations. Willing to undertake several field visits to the site. Detailed Terms of Reference and Submission Documents are included in the Request for Application document. Consultants will be selected under the Individual Consultant Selection (ICS) method in accordance with the procedures set out in the MCC Program Procurement Guidelines that are provided on the MCC website (https://www.mcc.gov/resources/doc/program-procurement-guidelines). Any clarifications needed shall be submitted in writing to Procurement Agent at PA-Mongolia@charleskendall.com, cc to procurement@mca-mongolia.gov.mn not later than July 20, 2021 by 2:00 pm Ulaanbaatar Time. MCA-Mongolia will consolidate all submitted requests for clarifications and will issue a Q&A document not later than July 21, 2021 by 5:00 pm Ulaanbaatar Time. Applications must indicate name of the position and be uploaded to the submission link as specified in the RFA document not later than July 26, 2021, at 15:00 pm local time in Ulaanbaatar, Mongolia.
