Description
The purpose of this mod to previous pre-sol is to provide responses to the technical questions received for this project. Question 1: I was wondering if you would consider changing the NAICS code to the engineering NAICS code 541330. VA Response: The VA has carefully considered this request and determined that 541310 Architectural Services is the appropriate NAICS code for this procurement. The design project must react to an adjacent building, to our existing campus and the proposed renovations that we have going on, as well as to a complex design program. An Architectural Firm should be the Lead, as all early presentations should be handled by an Architectural Firm. Then they should lead a multi-discipline group of consulting engineers to reach our final goal of having fully coordinated construction drawings. This approach would be more efficient than working through an Engineering Firm that is subcontracting an Architectural Firm to do all the early work. All this early work will establish the basis for the project going forward. Therefore, it is our decision that the NAICS code for this procurement will not be changed. Question 2: The original solicitation posting is for this project to be a 541310 NAICS code which we agree with strongly. My purpose in writing is to encourage you not to change the NAICS code which seems to be a common occurrence during the Q&A period. Then, when the Amendment is issued and the NAICS changed, we have no open Q&A period to counter argue the point. Thus, we are writing to encourage you to keep this as a 541310 project. Community Living Centers are very architecturally focused, not engineering. The key is to architecturally design a true community for veterans that provides a livable, home-like environment for them while also promoting healing and rejuvenation. While there will be engineering work and upgrades, the primary percentage of the work and key elements for this CLC design are architectural. VA Response: The VA completely agrees and will not be changing the NAICS code for this procurement. :) These are also very valid points and we appreciate your decision to proactively make this request.
