Description
Pre-Solicitation Notice The Department of Veterans Affairs, Veterans Health Administration, Network Contracting Office (NCO 16), intends to solicit proposals from contractors in the NCO 16 area for Southeast Louisiana Veterans Health Care System (SLVHCS), New Orleans, Louisiana, to provide community nursing home services at contractor s facilities under Indefinite Delivery Contracts (IDCs), fixed-price, five (5) year ordering period for 12-months each period, including Economic Price Adjustment (EPA). Terrebonne, Louisiana, Catchment area include Houma Parish. The VA anticipates issuing a single award solicitation for this requirement on or about 09 August 2021. Proposals will be accepted for ordering periods for a five (5) year period commencing with the issuance date of the solicitation. Interested contractors will be responsible for downloading copies of the solicitation (and any subsequent amendments) from that website, and no hard copies will be made available. The solicitation will provide instructions to contractors about the proposal submission process. Prospective Offerors are encouraged to register their interest in the solicitation on the SAM website (https://www.beta.sam.gov) so that they are notified of the issuance of the solicitation and any amendments. The nursing facility shall ensure that care meets the health needs and promotes the maximum well-being of VA patients. Nursing Home care will be furnished to ensure that total medical, nursing, and psychosocial needs of VA Beneficiaries. Physician visits, laboratory, x-ray, and other special services for VA patients will be at the same frequency as that provided to other patients at the nursing home receiving the same or comparable level of care. In addition, the care provided shall include room, meals, nursing care, and other services or supplies commensurate with the VA authorized level of care, without extra charge. The per diem rates will include the cost of medical care, oral medications, laboratory, x-ray, and other special services authorized by the VA, unless otherwise specifically accepted. Facility must have and maintain Louisiana Department of Health Nursing Facility License. In accordance with FAR 52.204-7, System for Award Management, prospective contractors must be registered in System for Award Management (SAM) and in VetBiz database if applicable (VetBiz registration is required for Service-Disabled Veteran Owned Small Businesses or Veteran Owned Small Businesses) under the applicable NAICS. Contractors may obtain SAM information at https://www.beta.sam.gov and Vet Biz information at http://www.vip.vetbiz.gov. To be eligible for award, contractors must be registered in the System for Award Management database. Registration is free and potential offerors are encouraged to visit the SAM website as no IDC can be awarded to any offeror not registered in SAM. NAICS Code is 623110 (Nursing Care Facilities) with a Small Business Size Standard of $30M. The classification code is Q402. The solicitation will be issued for open market (unrestricted). All responsible sources may submit proposals to be considered by the Agency. The VA will only consider proposals from contractors who are licensed by the State of Louisiana and who are Medicare/Medicaid qualified. Placements will be made in contract nursing home facilities based on availability of facilities and the desires of the Veterans and their respective families.
