Description
THIS IS A NOTICE OF INTENT AND NOT A REQUEST FOR QUOTATIONS. � This notice is published in accordance with Federal Acquisition Regulation (FAR) 5.101(a)(1) requiring the dissemination of information regarding proposed contract actions. This is a Notice of Intent to award a sole source, firm-fixed price task order pursuant to FAR 8.405-6(a)(1)(B) � Only one source can provide the services required. � The National Institute of Allergy and Infectious Diseases (NIAID) intends to negotiate on a sole source basis with GP Strategies Corporation. DUNS 047799267, GSA Contract No. 47QRAA21D005R, 11000 Broken Land Parkway, Suite 200, Columbia, MD 21044-3555. NIAID has developed the NIAID Learning Hub as an automated solution to help staff efficiently manage and fulfill their training requirements such as the federally mandated training specific to the divisions they support. The Learning Hub uses data from several different data sources. One of the key data sources is the Department of Health and Human Services (DHHS) Learning Management System (LMS).� NIAID requires that the vendor supports automated data extracts based on government defined business rules.� LMS data is not readily accessible for NIAID or for other ICs, therefore the support from the vendor for streamlining data extracts will allow NIAID Learning Hub to leverage this data. GP Strategies was awarded a Federal Supply Schedule order in 2018 to develop custom code for an interface between LMS and the NIAID Learning Hub to allow for automated data extracts. GP Strategies has produced data extracts since then that NIAID has successfully utilized to feed the Learning Hub. Because GP Strategies developed the first version of this interface and has maintained the code to compensate for any changes in LMS, they are uniquely qualified to provide continuity of service without having to rewrite the code from scratch.� In addition, they can now fulfill follow-on requirements for additional data and expanded functionality. In the interest of economy and efficiency, the new work is a logical follow-on to the original FSS order placed in 2018. The scope of this effort includes resources necessary to extract data from the LMS based on government defined business rules, create data files based on that extract and deliver the data files to the government.� The contractor shall ensure this data file is updated daily.� The contractor shall also provide support and maintenance to ensure the datafile continues to accurately represent the defined business rules. The scope does not include customizations to the LMS or development of the NIAID Learning Hub. Even though the main objective of this acquisition is to meet the needs of NIAID, it is important to also extend this functionality to other ICs upon their request and authorization. Therefore, this acquisition will also include the following optional tasks: Optional Task A: optional data feed of all NIH LMS data Optional Task B: optional data feed for other ICs Optional Task C: optional support and maintenance for additional ICs to ensure the datafile continues to accurately represent the defined business rules Optional Task D: consulting hours to provide advice and design considerations for enhancements with regards to data extract including generation of a design document for exporting data in xAPI learning data format Period of Performance The period of performance required for total performance (inclusive of all options) is from September 1, 2021 � August 31, 2026. (Base Year:�09/01/2021-08/31/2022,�Option Year 1: 09/01/2022-08/31/2023,�Option Year 2: 09/01/2023-08/31/2024,�Option Year 3:� 09/01/2024-08/31/2025,�Option Year 4:�09/01/2025-08/31/2026). The North American Industry Classification (NAICS) code for this acquisition is 541611 Administrative Management and General Management Consulting Services which has a size standard of $16.5 Million. GP Strategies is an other than small business. � This will be the only notice of the Government's intent to solicit, negotiate, and award to one source to satisfy this requirement. The Government plans to award a contract for this requirement within 30 days of this notice. While this synopsis does not constitute a solicitation, interested vendors may identify their interest and capability to satisfy this requirement. The Government understands that GP Strategies is the only vendor which can provide the requested services for additional data and expanded functionality without having to rewrite the code. However, firms that believe they can provide the capability required to fully meet the Government's requirement may submit a capabilities statement, including past performance, in writing to the identified point of contact within fifteen�days after publication of this notice. Such documentation shall be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government. Interested parties may identify their interest and capability to respond to the requirement or submit offers on NOI-2081060. This notice does not obligate the Government to award a contract or otherwise pay for any information provided in response. The Government reserves the right to use information provided by respondents for any purpose deemed necessary and legally appropriate. Any organization responding to this notice should ensure that its response is complete and sufficiently detailed to allow the Government to determine the organization's qualifications to perform the work. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted.
