Description
This is an amendment to combined synopsis/solicitation for Document Destruction Services, 36C260-21-Q-0762. The purpose of Amendment P0001 is to extend the solicitation due date from 07/20/2021 to 07/28/2021 and post questions and answers. RFQ 36C260-21-Q-0762 will be extended and will now close on 07/28/2021. Question and answers: P.8, Places of Performance. Are the three locations listed as opening in the spring of 2021 currently ready to be serviced and will require the full number of services listed in the table on page 18? ? All of the locations will be up and running as of 08/01/21 with the exception of the Everette location.  This location is slated to start construction this month and is expected to open next July.  However, it could be sooner or later so please plan for at least 3 months of service (May, June, July 2022). How should the Everette location opening year end be priced can you provide a start date for that location so total number of services can be calculated accurately or should we just price for 26 services even though it doesn t open until year-end? please plan for at least 3 months of service (May, June, July 2022). P. 8, 6.3. Will changes in pickup frequencies or bin quantities be handled via contract modification, or is this a BPA or IDIQ contract? A contract modification will be performed for each change this is not a BPA or IDIQ. P. 9, 1st paragraph. Can providing federal government shredding experience be substituted for commercial experience? Sure, that shouldn t be a problem, depending on the size of facilities serviced. Confetti is stated as the size standard for shredded material. Normally VA Directive 6371 is the guiding document for shredding at VA facilities, and its standard is unreadable and unreconstructable. Will Directive 6371 be the guiding document for shredding for this contract? Yes, we can use VA Directive 6371. P. 9, 7.1. and 9.1 Classified information is not typically generated at a VA medical facility, and classified material typically requires special handling and security clearance. Can you please confirm that only confidential information such as PHI/PII will be presented for destruction and remove all references to classified information? Yes, we will P. 9, 7.4. Since the shredding truck cannot be opened onsite, will viewing the destruction via video, then providing a sample to the COR after the truck is unloaded meet this requirement? This is by request only and a video/sample size provided after shredding of contents is acceptable. P. 9, 7.5. Will bulk document shredding be handled via p-card? If not, please explain how you would like this priced for the CLIN. No, bulk shredding will need to be as requested by calling and scheduling of services.  Please plan for approximately 8 bulk shredding events per year. P. 9, 7.6. Please clarify what other non-paper items will be presented. For example, tapes, x-rays and hard drives would not be acceptable to run through a mobile shredding truck equipment, can those be shred off-site? Yes, tapes, x-rays, etc can be shredded off-site. P. 9, 7.7. Could you be more specific for this requirement as it is too vague as written to price accurately. Please define the size of the 20 additional containers, and the frequency of service that would be needed for those. Also, for the additional locations, please define how many we should price for, the number and size of containers at each location, and the frequency of service.  Standard Console sizes are 32 gallon.  We always have remodeling going on and approximately 20 additional containers may be requested if needed and should be serviced weekly if/when called into service.  P. 10, 10.7. Will changes in the number of containers be handled via contract modification? We prefer this built into the contract as mentioned above. P. 10, 12.1. Please describe what the activity log should contain. Courier or transporting of shredded materials.  The company should have liability insurance for transporting this type of material within the state. P. 16, 24.1. This is an unusual request for a VA shredding contract, can you please clarify what this insurance is for? Yes, you are correct.  This doesn t pertain to this type of contract and can be removed/not responded to. P. 17, 27.1. Is the percentage of reduction penalty for a percentage of one day (or one month) of service at the location where the penalty was incurred? How is late arrival defined, e.g. 15 minutes, an hour, or? Also, please define unscheduled route changes . This is primarily in regard to the vendor performing and arriving on the day/time scheduled for such locations.  Unscheduled route changes would relate to the day/time schedule being modified from what is originally scheduled.  Our staff knows and expects certain vendors to come on particular days and around a certain time.  This allows for best access availability to the vendor to perform services. We would appreciate a curtesy call if vendor will be more than 30 mins late.  Currently, the vendor spends one day in Seattle and a different day at the American Lake facility.  Other off-site locations will need a schedule for each site. Accessibility For the Tacoma and Puget Sound campuses, how far apart are the buildings where service is needed? Approximately 41 miles apart For all locations, will any bins be located above/below the ground floor? If so, are freight elevators available to move bins to/from ground level? The American Lake facility is very unique and will require the use of elevators to access all floors/areas. Off-site locations all have elevators for use. Please confirm if there is a loading dock, and is there a ramp to the ground? Yes, both Seattle and American Lake have docs with ramp access to the ground.  Offsite locations will not have doc access. Is there sufficient parking for our truck at each location/building for the time it will take to retrieve containers, shred the contents and return the containers? Yes there should be sufficient parking for all serviceable locations. Incumbent Is there a current contract (or contracts) for the work being solicited, and can you please provide those contract numbers? The incumbent is Shred-it under contract 36C260-21-P-0590 If there are no current contracts, how is the shredding being performed now?
