- REPLACE �D� UNIT ELEVATOR AT UNITED STATES PENITENTRY ATLANTA (A) SUMMARY OF WORK & PLACE OF PERFORMANCE The United States Penitentiary (USP) Atlanta, Ga. Is located at 601 McDonough Blvd SE Atlanta, GA 30315. We currently have a Westinghouse direct-acting holed hydraulic elevator in �D� Unit that was installed in approximately 1988 (Model#G2218L, Serial#6952C21G02). The elevator is in poor condition and is currently out of service due to parts not being made for it any longer. We propose to hire a contractor to demo and replace parts to the �D� Unit elevator located here at USP Atlanta. � Project Description: Replace �D� Unit Elevator-This includes demoing components to install�� the new components. 1. Contractors work shall be performed in accordance with the most recent edition of the National Safety Code for Elevators, Dumbwaiters, Escalators, and Moving Walks (ASME A17.1), ANSI A117.1 Barrier Free Code as pertaining to Passenger Elevators, the Americans with Disabilities ACT (ADA), the National Electrical Code, NFPA 72 National Fire Alarm Code and State/Local elevator codes that may be applicable. � Installer Qualifications:� Experienced Installer approved by the elevator�������������� manufacturer who has completed elevator installations similar in material, design, and extent to that indicated for this Project and with a record of successful in-service performance. ����������� The existing car frame and Hydraulic piston is in good condition and will be reused.�������������������� ����������� �Cartop shall be cleaned and painted to code. �Contractor shall furnish and install new operating panel with a Stainless Steel Finish #4, at proper ANSI A-17 A-2010 code and ADA-AG height requirements. Car operating panel will include: Round Stainless Steel , Light Emitting Diode (LED) Ring Vandal Resistant Pushbuttons with Braille Keyed stop switches for each stop Door open, door close buttons Independent service key switch ADA emergency phone, hands free Fan/Light key switch Alarm button Fire Service Phase II cabinet in station Digital position indicator Emergency lighting fixture Fire service instructions Capacity sign Voice annunciation per ADA requirements Provide 2-way emergency telephone communication between car and Central Control.� System shall include the �222,� �333,� and the �no dial alarm� features.� System shall be contained in flush-mounted cabinet complete with identification.�� Instructions for use shall comply with codes and regulations. Control and Drive Systems that the contractor shall furnish and install: A new SRH (Sedimentation and River Hydraulics) Hydraulic Controller,��� manufactured by Smartrise or like comparison that meets requirements outlined in ANSI-A17 code, state code and local codes. Hydraulic controller will be one that is NON-Proprietary and can be serviced by any hydraulic elevator technician. b.�� New upper and lower limits. New selector. The existing elevator door frames are in good condition and will be reused. All doors shall be adjusted for smooth operation. Door and entrance items that shall be furnished and installed by contractor include: New car header, track, hanger rollers, and door gibs, clutch, gate switch and restrictor. New hoist-way interlocks, hanger rollers, gibs and spirators. New closed loop door operators. All hall/signal fixtures that shall be furnished and installed include:����������������������������������� New service mount key switch call stations with LED ( light emitting diode) Indicator light. All landings will have new hall fixtures featuring stainless steel finishes with keyed switches. New overhead position indicator. New code required hoist-way entrance jamb braille. �Machines and motors that shall be replaced include: New hydraulic pump unit. New oil. All necessary piping and valves are to be new. ����������������������� Replace existing pit stop switches with new ones. ����������������������� Wiring that shall be furnished and installed by contractor include: Machine room and hoist-way wire, existing raceways and conduit is to be replaced if not usable. New hoist-way and car wiring. New traveling cables. Elevators having a travel distance of 25' (7625 mm) or more shall have manually and automatically operated emergency controls to override normal operating controls and shall be suitable for use by local fire departments. �D� Unit elevator�s travel distance is approximately 50�. Standby Power Operation: On activation of standby power, car is returned to a designated floor, parked with doors open. Car can be manually put in service on standby power by a switch on the main floor. There are Three (3) stops and Three (3) openings. Speed and Capacity will be the following: ����������� Capacity: 3500 lbs. (1600 kg). ����������� Speed: �� 150 fpm (0.8 m/s). Other miscellaneous work included in this project to be performed by the contractor include:������������ �Reclamation of all construction/storage areas. �Contractors are responsible for removal and disposal of old parts and equipment.������ Location:� The work site is at United States Penitentiary Atlanta, 601 McDonough Boulevard South East, Atlanta, GA 30315 Coordination: The Contractor shall coordinate all work with the FBOP�s (Federal Bureau of Prisons) Contracting Officer�s Representative (COR) who will monitor the performance of contract work and will serve as a liaison between the Contracting Officer and the Contractor for all technical matters.� The COR shall be the main contact for scheduling, badging, site access, product submittals, quality control, testing, and final inspection.� The Contractor shall immediately contact the COR if discrepancies are discovered that may impact project schedule or cost. Security: The work for this project is to be completed inside of the USP�s (United States Penitentiary) secured perimeter.� Trash and debris shall be removed each day and are to be disposed of in compliance will all Federal, state of Georgia, local laws and regulations.� All debris should be recycled or sent to a recycling facility to the extent that it does not incur additional costs to the Contractor.� SCHEDULE The working hours for these services will be regularly scheduled for five (5) days a week, Monday through Friday, with the exception of Federal holidays. Each work day will be between the hours of 7:30 a.m. and 3:00 p.m., excluding Federal holidays. The sessions will continue weekly until the installation of the elevator is complete, not to exceed one hundred eighty (180) calendar days. The project is based on a forty (40) hour work week. The contractor shall establish a normal work week schedule for the duration of the project. Contractor will be required to provide a written request for extension of hours or change in work days to the Contracting Officer. Work hours and work days may be altered only with a forty-eight (48) hour advance approval of the Contracting Officer. GOVERNMENT (Owner) RESPONSIBILITIES USP Atlanta facilities Department will provide escorts for this work. With notice 48 hours in advance of need, contractor may request additional escorts as may be required. Government will endeavor to meet needs of request should additional staff be available to serve as escorts. EQUIPMENT / SUPPLIES The contractor shall provide all labor, materials, drawings, services, supervision, tools, apparatus, conveyance, equipment, scaffolding, transportation and incidental expenses to replace jack and piston of elevator#8 in section G of this statement of work. The Contractor will be responsible for any materials and/or supplies necessary to provide the completion of the above mentioned work. The Contractor will be responsible for delivery of the materials, components and accessories to the site, acceptance of the deliveries and for placing them where directed by the Contracting Officers Representative (COR). METHOD OF PERFORMANCE The services will be monitored by a representative of the Facilities Department. Related to work in this statement of work includes, but is not limited to, project data submission and testing necessary to ensure compliance with all applicable local, state and national codes and laws. The contractor will observe all safety regulations (i.e. OSHA) and all Government security regulations. Minor material and work not specified or shown, but necessary for the completion of this project, shall be provided, without additional compensation from the Government. The performance of these services will also be verified by the Contracting Officer's Representative for this project. The Bureau of Prisons reserves the right to suspend, limit or revoke the Contractor's privileges at the Bureau of Prison facility due to violations of FBOP security procedures. �INMATE MANAGEMENT The Contractor shall be constantly aware of security and maintain a professional relationship with the inmates at all times if they come in contact with the inmate population. Any violations of the institution rules and regulations shall be reported to the appointed Government employee for prompt and proper action. Contractors will not have unsupervised contact with inmates. Contractor will not supervise inmates and will not be responsible for the administrative management of inmates. Contractor will be escorted by FBOP staff members, at all times, when entering the institution. INSTITUTION The contractor agrees to adhere to all regulations and guidelines prescribed by the Federal Bureau of Prisons, to include the USP Atlanta local guidelines relating to safety, custody and conduct of inmates, and the safety of the local population. The contractor will be given an orientation class, by a member of the FBOP staff, of the policies and procedures of the Bureau of Prisons and USP Atlanta. The Contractor shall sign in and out of the institution on a daily basis for accountability purposes. Contractor may not move unescorted to their job site, and may not move to other parts of the institution without an escort. SECURITY All personnel entering the institution shall follow security guidelines established in HSPD-12. All personnel shall submit a BP-S660.012 (NCIC Check). OF-612 (Optional Form for Federal Employment), Contractor Pre-employment Form, Authorization for the Release of Information Form, 1-9 (Employment Eligibility Verification) Form, FD-285 Fingerprint Card, an SF-85 (Questionnaire for Non-Sensitive Positions) and a Residency Requirement Certification Form. This security information shall be completed by Contractor staff and entered into E-quip system on computer after clearance is given by the Contract Monitor. All personnel entering the institution shall be required to clear a metal detector or other security device in use each time they enter the secure perimeter. All personnel entering the institution must have a government issued photo ID with them which will be retained by the construction monitor in the construction office. SCHEDULE AND PERIOD OF CONTRACT The contractor shall begin work within ten (10) calendar days upon receipt of the notice to proceed and shall complete work within one hundred eighty (180) calendar days after notice to proceed.
