Description
The US Army Corps of Engineers, Walla Walla District is issuing a solicitation for the purchase of Workskiff Outboard Motor Replacement, commercial supplies, prepared in accordance with Federal Acquisition Regulation 12.6. The NAICS code applicable to this acquisition is 325312, with a Small Business Size Standard of 1250 employees as determined by 13 CFR 121.104. Competition for this requirement is Set-Aside for small business. Offers received from other than small business offerors will not be considered. When available, the solicitation documents for this project W912EF21Q0121 will be provided via SAM https://www.SAM.gov on or around 20 July 2021. Please do not submit a quote without the solicitation package that will be provided to industry by the Government as specified above. The solicitation will be a Request for Quote (RFQ). The official quotation due date will be contained in the solicitation and any solicitation amendments that may be issued. TECHNICAL SPECIFICATIONS: The successful bidder shall remove the existing motors, fabricate an install a twin-engine offshore bracket, install the new motors, and river test the boat.� All furnished items shall be new and not refurbished and conform to strength, quality of materials, workmanship, and sound engineering standards.� Description of the existing fuel and electrical systems are presented in Attachments B (Figures B1 through B-5) and C (Figures C-1 through C-12), respectively (Attachments will be posted with Solicitation). The successful bidder shall fabricate and install a twin-engine watertight aluminum offshore bracket with a V-bottom and platform similar to the illustrations shown in Attachment D to the boat.� The actual configuration can be different based on the professional judgement of the successful bidder and allowing for the existing drains.� The large drains shown in Appendix A, Figures A-2, A-4, A-5, A-6, and A-8 drain the deck and need to remain open.� The smaller drain holes empty the port and starboard storage compartments and can be closed if necessary. The successful bidder shall supply new outboard motors and parts necessary for installation, including, but not limited to: -One 150-hp 4-stroke outboard motors with counterclockwise-rotation -One 150-hp 4-stroke outboard motors with clockwise-rotation -Two aluminum propellers -Tie bar -Hydraulic steering kit -Dual box kit (i.e. throttle controls) -Dual ignition and safety switch panel with harness -Connections to existing fuel system -Two tachometers -Two hour meters -Starter kit Initial break in motors per manufacturer�s recommendations Provide break-in readouts following subsequent break-in that will be completed by the Corps to ensure break-in procedures was followed River test boat The Corps will deliver and pick-up the boat provided that the successful bidder is located within a 150-mile radius of Walla Walla, Washington 99362 (if greater than 150-mile radius, delivery/drop-off will be the Contractor�s responsibility).
