Description
NOI-NIAID-2086015 NAICS 325414 This is a Notice of Intent, not a request for proposal. The National Institute of Allergy and Infectious Diseases (NIAID) of the National Institutes of Health (NIH) intends to negotiate on an other than full and open competition basis with Oklahoma State University, Stillwater, OK to procure ticks of different life stages and sexes to be bred as a control to be fed on rabbits and mice to study the importance of some tick-derived proteins in the context of tick-borne pathogen transmission. Oklahoma State Universitys Tick Rearing Facility can fulfill the exact requirements of NIH to breed the controls needed for existing and ongoing vector biology study. These ticks will be fed on rabbits and mice to study the importance of some tick-derived proteins in the context of tick-borne pathogen transmission. Research performed in this laboratory will address important aspects about ticks and tick-borne diseases. Findings from these studies will impact our understanding about vector biology and may impact development of new strategies to control and treat vector-borne diseases. This research could lead to the identification of tick salivary proteins that are targets of host immunity and might serve as targets for an anti-tick vaccine. With the current rise of Tick-Borne Diseases (TBDs) in the U.S. and around the world, we hope the results of this study will contribute to future vaccine design and clinical strategies for TBDs. Only the OK State University Tick Rearing Facility can breed the specialized ticks to meet the NIH control study requirements. The statutory authority for this sole source requirement is 41 U.S.C. 1901 (a) (1) as implemented by FAR 13.106-1 only one responsible source and no other supply of service will satisfy agency requirements. THIS IS NOT A REQUEST FOR PROPOSAL. All responsible sources that could provide comparable services may submit a capability statement that will be considered by email (subject line to reference NOI-NIAID-2086015 to Dana Monroe at dana.monroe@nih.gov by 5:00pm PDST Monday, July 26, 2021. All responses received by the closing date of this synopsis will be considered by the Government. A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government.
