- DESCRIPTION: The National Institutes of Health � NICHD intends to procure the services of a contractor to provide a Bioanalyzer Instrument with electrode cartridge, software and licenses, priming station, vortexer, test chips, accessories and corresponding laptop bundle with pre-installed 2100 expert software and instrument control license.�� The instrument is needed by the Lab of Molecular Genomics to sequence DNA, test and manipulate samples and reagents loaded onto a microfluidic chip. The Lab has some complex data sets of DNA and RNA that is time-consuming to manage and lack the right staff and equipment to analyze the samples. ��The BioAnalyzer would manipulate samples and reagent loaded onto a microfluidic chip using an array of microelectrodes. As the samples move through the microfluidics channels they are detected by a laser. This measures the size range and concentration of the sample as it passes by the laser detector. There are different types of chips and kits used for analyzing DNA or RNA of various size ranges. The Bioanalyzer is controlled by licensed proprietary software loaded on a separate computer which is included as part of the system. The software also enables extensive analysis of the detected samples using the computer. There are also various peripherals included, like equipment of loading the samples and reagents onto the microfluidics chip and a vortexer to mix the samples and reagents after they are on the chip. Because of the specific type and quality of information that is generated by the Bioanalyzer, it is widely used in molecular biology and is critical for the MGC and NICHD. The Lab needs the Bioanalyzer 2100 in order to meet current demands in a manner that provides continuity with ongoing projects and protocols. This a highly technical instrument and is a replacement for a similar machine on which many people depend. Combined Synopsis/solicitation: Initial market research conducted by the Lab has shown availability of different specialized companies in the Commercial market. The Lab has already solicited from different vendors and received quotes.� But, we will post this for another 15 days to see if other potential vendors can offer comparable Bioanalyzers with these salient characteristics.�� This RFQ will award to the LPTA with all salient characteristics and compatibility with previous research.�� All quotes will be evaluated equally after close of this solicitation and award will be made thereafter. The proposed contract action is for which the Government does not intend to solicit and negotiate with only one source under the authority of FAR 6.302. �Instead, interested parties may identify their interest and capability to respond to the requirement and submit quotations. This notice is a request for competitive quotes and all quotes received within the time and date of publication of this Notice# HHSNNBioAnalyzer071621 will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered for the purpose of determining whether to conduct a future competitive procurement. HOW TO RESPOND: In order to compete for this project, interested parties must be registered in the Central Contracting Registration/SAM and submit a price quotation by 3:00 am, ET, July 30th, �2021. Offerors should submit one copy of the quote to MOE FILALI via email. Electronic transmissions to Moe.Filali@nih.gov are preferable but must be timely. It is the responsibility of the Offeror to ensure the proposal is received by the date and time shown above.
