- THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. This RFI is issued solely for information and planning purposes and does not constitute a solicitation or issuance thereof.� The USU is issuing this RFI to obtain information regarding the availability and capability of qualified 8(a) participants/contractors to support the requirements delineated herein.� Please refer to the �Scope� and �Information Requested� sections of this RFI for specific information that should be detailed in any capability statement submission.� Background The USU is a Department of Defense (DoD) medical research/teaching facility and is on the grounds of the Naval Support Activity Bethesda (NSAB) in Bethesda, Maryland.� The mission of the USU is to educate, train, and comprehensively prepare uniformed services health professionals, scientists, and leaders to support the Military and Public Health Systems, the National Security and National Defense Strategies of the United States, and the readiness of our Uniformed Services.� For reference, the USU employs approximately 2,500 permanent military and civilian personnel.� A total of 1,250 students are in training at USU.� In addition, the USU provides space on a daily basis for conferences, seminars and lectures that average approximately 100+ visitors. The USU�s main campus consists of multiple distinct buildings interconnected by walkways and a common ground floor, adjacent grounds, loading dock, two storage buildings, access ways and both underground and above ground parking areas.� The Armed Forces Radiobiology Research Institute (AFRRI) Complex consists of eight interconnected buildings and their adjacent grounds.� In addition to the main USU campus, the USU personnel occupy space in some Naval Support Activity Bethesda (NSAB).� All USU and AFRRI buildings are within walking distance. Scope The USU is seeking information on surveillance and detection related services to support the USU facility, to include Armed Forces Radiobiology Research Institute (AFRRI) Complex. Support is anticipated to include providing all personnel, equipment, transportation, supervision, uniforms, etc. for non-personal services necessary to perform surveillance and detection services. Trained, qualified personnel are necessary to perform surveillance and detection services across all areas comprising the USU facility. Generally, the services relate to surveillance, monitoring, detection, and reporting on and of the USU facilities through either direct observation or the use of the already established Electronic Surveillance Monitoring System. It is anticipated that all necessary personnel will be provided and shall include a Program Manager (PM).� At times, additional personnel may be required to provide support for specific events or for longer term temporary services.� Surveillance and detection services are required 24 hours a day, 7 days a week, year-round.� Business hours for the USU facility are considered to be 0600-1900 hours, Monday through Friday, excluding Federal holidays. The Government anticipates a period of performance for one 12-month base year and four 12-month option years beginning on or about 12/01/2021. Any prime contractor, subcontractor, or other personnel must be without exclusions, debarment or other performance issues as listed in the System for Award Management (https://www.sam.gov), the Contractor Performance Reporting System (https://www.cpars.gov), and/or the Federal Awardee Performance and Integrity Information System (FAPIIS). The Contractor must possess a DoD Secret Facility Clearance in order to meet the requirements.� The Contractor�s Facility Security Officer (FSO) is responsible for all matters involving employee�s clearances and will contact the Government Contracting Officer Representative (COR) in matters pertaining to employees� security clearances and suitability.
