Description
This is a NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT. The U.S. Army Medical Research Acquisition Activity (USAMRAA), on behalf of the U.S. Army Medical Research Institute of Infectious Disease (USAMRIID) intends to solicit and negotiate with only one source, Charles Rivers, NAICS 541690, Size Standard Size 1,000 employees, under citation 10 U.S.C 2304(c)(1), authority of Federal Acquisition Regulation (FAR) 6.302-1(a)(2)(iii)(A) and (B), for only one responsible source and no other supplies or services will satisfy agency requirements and that (1) substantial duplication of cost to the Government is not expected to be recovered through competition or (2) unacceptable delays in filling agency requirements, for the purposes of issuing a Firm-Fixed Price contract. The requirement is to perform Quantitative Electroencephalogram (qEEG) analysis, Electroencephalogram (EEG) morphologies, circadian cycles, paroxysmal and ictal activity as well as 3D graphical representation of qEEG.� Interested party, must be able to interpret EEG data using the NeuroScore software and provide the ability to import EEG raw data from the Notocord-Hem software file format used at USAMRIID. ��The evaluation of EEG data must be performed by a board-certified Veterinary Neurologist from the American College of Veterinary Internal Medicine Neurology. Contractor also must have a well-documented track record of EEG analysis, especially with seizure detection and characterization.� The EEG analysis required by USAMRIID (Viral Pathogenesis, Virology Division) must be performed using the same methodologies adopted in previous study conducted. �The analyses must use the same programs, methodologies, and provide same endpoint evaluations to allow cross study analyses to occur as well. The previous study was a proof-of-concept; this study is now designed to increase the number of data sets and as such it must be completed in an identical manner to increase the statistical power of the data or it will not meet the intended purpose. In addition, the inability to complete cross-study analyses and increase the statistical power of these analyses will result a loss of >$4M spent on these studies to the Alphavirus Animal Model Program. A dedicated method of data exchange that allows safe and reliable cross-platform data transfer and processing was developed, of which USAMRIIDs telemetry data are collected and saved in proprietary file formats that requires a specific development in order to gain the ability to process EEG signals using the NeuroScore software platform. Future analysis, results and interpretations must be consistent across the multiple studies and subjects and shared via the cross-platform data transfer process. Since raw data, analysis results and interpretations from the work conducted under W81XWH-17-P-0085 are proprietary data, the continuation of program services must be provided by the same source.� The period of performance will be one base year and four option years.� There are no solicitation documents available.� Contractors interested in this requirement should submit a complete capability package within the closing date stated below. The package must provide clear and convincing evidence that they can meet the Government's requirement. All information shall be furnished at no cost or obligation to the Government. �Responses must be received no later than 2:00 p.m., Eastern Daylight Time, 03 August 2021. Responses should be submitted electronically to sharon.r.smith.civ@mail.mil. This notice of intent is not a request for competitive proposals; however, the government will consider all responses received by the response date stated above. A determination by the Government not to compete this acquisition based upon responses to this notice is solely within the discretion of the Government.
