Description

This is not a request for proposal. This is a notice of the Government�s intent to issue a sole source award contract to: Morningstar Inc.� 22 West Washington Street, Chicago, IL 60602 The Department of Labor (DOL) Employee Benefits Security Administration (EBSA) requires access to detailed financial data on a broad range of investment instruments and asset classes that the agency can easily download and analyze and that meets all of the requirements listed in the agency�s Performance Work Statement (PWS) for the financial data subscription. For federal enforcement, compliance and regulatory purposes, EBSA requires financial subscription information for institutional and retail mutual funds, Collective Investment Trusts (CITs), and equities; advanced performance and risk metrics and peer rankings associated with these investment vehicles; the ability to retrieve and download large amounts of data into a Microsoft Excel spreadsheet, and the ability to download the data directly from Microsoft Excel in order to integrate Morningstar�s data access with Excel functions to produce additional calculations, customized reports, and formatting and charting of investment performance. This contract will provide the Department of Labor/ Employee Benefit Security Administration (EBSA) a subscription for Morningstar Direct financial license and maintenance support.� The subscription shall provide financial information (such as name of the investment, ticker, management fee, performance fees, load fees, net assets, dividend, price, price history, and historical performance) for a minimum of the following investment instruments: equities, bond funds, institutional mutual funds, retail mutual funds, closed-end funds, CITs, and exchange-traded funds (ETFs). The subscription, at the higher access level, will permit users to download this data in order to incorporate it into EBSA tools and analyses to support EBSA�s targeting and enforcement work. The addition of PitchBook will enhance EBSA�s oversight of emerging investment vehicles. DOL intends to negotiate and award a Firm-Fixed Price contract for a one (1) year base period and four (4) one-year option periods.� If the base period an all options exercise the total contract period of performance will be for five (5) years.� The North American Industry Classification System (NAICS) is 518210; which has a size standard of $32.5 Million. The statutory authority is FAR 41 U.S.C. 3304(a)(1) for services �available from only one responsible source and no other type of property or services will satisfy the needs of the executive agency� as implemented by FAR 13.5. This is a sole source notice published for informational purposes only and not a request for competitive proposals. Therefore, no solicitation document exists for this requirement However, all responsible parties interested in responding to this notice are invited to submit a capability statement by 5:00pm (ET), August 2, 2021, that provides sufficient details for consideration to the government via email to: britton.maria.m@dol.gov. The determination not to compete the contract based on the responses to this notice is solely within the discretion of the Government. Phone calls will not be accepted in response to this notice. All information submitted should support the offeror�s capability to provide the items required, and shall be furnished at no cost or obligation to the Government. Responses must be in writing and must provide clear and concise documentation indicating an offeror�s bona fide capability to provide these services. Verbal responses are not acceptable and will not be considered. The Government reserves the right to cancel this requirement.
