- This is a Notice of Intent to Sole Source announcement only. This is not a request for formal proposals or quotes. Any responses to this announcement will be treated as information only. No entitlement to payment of direct or indirect costs or charges by the Government will arise as a result of contractor submission of responses to this announcement or the Government use of such information. Purpose and Objectives: VISN 10, Network Contracting Office (NCO) 10, is issuing a notice of intent to pursue a non-competitive procurement with Southern Power Systems for Generator Load Bank Testing and Maintenance Services for the Battle Creek VA Medical Center. Southern Power Systems has met the suitability criteria, as determined in accordance VAAR 819.70074, VAAR 819.7007, and 38 USC 8127(b-c) and the anticipated contract action is hereby publicized in accordance with FAR 5.101 and 5.203. The purpose of this notification is to communicate the Governments intent to solicit and award a non-competitive procurement for Generator Load Bank Testing and Maintenance services for the Battle Creek VA Medical Center. THIS IS NOT A REQUEST FOR TECHNICAL OR COST PROPOSALS OR QUOTES. The Battle Creek VA Medical Center requires a base year plus four one-year options as a Firm Fixed Price, Definitive contract with Southern Power Systems to provide the required services described herein. NAICS code is 811310 Commercial and Industrial Machinery and Equipment (except Automotive and Electronic) Repair and Maintenance. Size Standard is $8.0 Million. Product Service Code is J030 Maintenance, Repair, and Rebuilding of Equipment Mechanical Power Transmission Equipment. This non-competitive award is implemented by VAAR 819.7007, as it is the only VIP verified SDVOSB that meets suitability criteria as listed in the Statement of Work (SOW). The Government intends to procure this sole source requirement under FAR Parts 12, 13, and 19. The Battle Creek VA Medical Center has a requirement to establish a contract with Southern Power Systems for a base period of one year to include four one-year options to extend services. Market research has revealed only three potential sources, one SDVOSB; one SB; and one LB. In accordance with VAAR 819.7008 CO s may use the non-competitive procedures up to $5,000,000.00. Southern Power Systems meets this criterion. Therefore, the Government intends to procure these services on a sole source basis from Southern Power Systems. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE QUOTES. However, all responsible sources may submit a capability statement, which, if received within three (3) calendar days after the date of the publication of this synopsis, will be reviewed. All information received will be considered solely for determining whether to conduct a competitive procurement. A determination by the Government not to compete this requirement based upon responses received as a result of this notice is solely within the discretion of the Government.
