Sole Source Notice The Uniformed Services University of the Health Sciences (USU) is the Nation's federal health sciences university and is committed to excellence in military medicine and public health during peace and war. We provide the Nation with health professionals dedicated to career service in the Department of Defense and the United States Public Health Service and with scientists who serve the common good. We serve the uniformed services and the Nation as an outstanding academic health sciences center with a worldwide perspective for education, research, service, and consultation; we are unique in relating these activities to military medicine, disaster medicine, and military medical readiness. USU is located in Bethesda, MD on the grounds of the Naval Support Activity Bethesda. The mission of the USU is to provide the highest quality education programs in the health sciences to those selected individuals who demonstrate dedication to a health profession career in the Uniformed Services. Intent to Sole-Source: USU intends to award a sole source purchase order to BioSpherix, LTD. USU has a requirement for a new BioSpherix Oxycycler, Model A41OV, hypoxic chamber.� Intended Recipient: BioSpherix, Ltd., 25 Union St, Parish, NY 13131 Sole Source Justification: The Biospherix Hypoxic Chamber, (Model A41OV), has been noted and recognized for its effectiveness in producing the atmospheric conditions necessary to validate the results of USU�s ongoing research. In previous research, The Biospherix hypoxic chamber equipped with OxyCycler has been successfully used to carry out research on sleep apnea, chronic intermittent hypoxia, immunological and neurological molecular targets, survival, vascular impact and neuroprotection. Application of the Biospherix hypoxic chamber (when CO2 can be actively controlled) will give USU immediate insight into understanding of these factors, will help identify novel therapeutic and preventative measures against brain hypoxia, and will prevent the invalidation of ongoing research at USU. Adding a hypoxic chamber will allow USU to differentiate between sleep apnea (frequently affecting military service members) and the most recently silent hypoxia (which is a part of COVID-19 symptoms), versus the effects of operating at austere conditions at high altitude. Silent hypoxia has been associated with low CO2, which inhibits breathing efforts even at the price of allowing very low oxygen levels.� In order to produce this condition it is essential to control CO2 levels, which the Biospherix Hypoxic Chamber, (Model A41OV) is the only hypoxic chamber on the market that can provide this feature that is essential to the Government�s requirement. Differentiation between sleep apnea and silent hypoxia is critical as it would allow USU to test novel therapeutic approaches to attenuate the effects of hypoxia (sleep apnea/silent hypoxia) vs. hypobaria/hypoxia (high altitude). Importantly, both conditions lead to cognitive abnormalities and other consequences which directly affect military readiness and lethality. Preclinical research is required to achieve this goal since finding effective treatments for these two conditions is likely to require identifying different therapeutic targets. Therefore, the BioSpherix Oxycycler, Model A41OV, hypoxic chamber is the only Hypoxic chamber that can meet all the Government�s needs. This is NOT a request for Quotes. In accordance with FAR 5.207(c)(16)(i), all responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. Responses to this notice must demonstrate clear and convincing evidence that competition would be advantageous to the Government, would not be cost or time prohibitive, and that the interested potential Offeror can meet the needs of the Government as stated above.� Information received will be considered for the purposes of determining whether to conduct a competitive procurement.
