- Synopsis for Proposed Contract Action - Amendment 01 From: Office of Community Services (OCS) Training and Technical Assistance (T/TA) NAICS Code:� 541611 Administrative Management and General Management Consulting Services NAICS Code:� 541690 Other Scientific and Technical Consulting Services Request for Proposal Number: �TBD THIS IS A NOTICE OF THE GOVERNMENT�S INTENT TO SOLICIT AND AWARD AN UNRESTRICTED CONTRACT FOR TRAINING AND TECHNICAL ASSISTANCE IN SUPPORT OF THE OFFICE OF COMMUNITY SERVICES. Background- The Department of Health and Human Services (HHS), Administration for Children and Families (ACF), Office of Community Services (OCS) is responsible for administering six complex block and discretionary programs that have an annual appropriation of approximately 6 billion dollars in grants for 50 states, five territories, 218 Indian Tribes, and numerous other entities. These funds are used to provide services and promote economic self-sufficiency for low-income individuals, families, and communities in every county of the United States.� OCS� mission-critical functions include all aspects of grant administration and financial management and oversight.� OCS is responsible for administrating the following blocks and discretionary programs: Community Services Block Grant Act: Community Services Block Grant (CSBG) Program (CFDA 93.569). Community Economic Development (CED) Program (CDFA 93.570). Rural Community Development (RCD) Program (CDFA 93.570). Low Income Home Energy Assistance Program (LIHEAP) (CFDA 93.568). Low Income Household Water�Assistance Program (LIHWAP). Social Services Block Grant (SSBG) (CFDA 93.667) Description of Services- The forthcoming solicitation requests the support for Training and Technical Assistance (T/TA) needs for OCS current and new programs inclusive of: Program/Project-Management Recipient Training Technical Support Tools for Recipients Recipient Technical Assistance Technical Assistance Analyses Management/Data Analyses Management Assistance Evaluation As a result of this T/TA requirement, the Contractor will provide consistent training and technical assistance for OCS Recipients and Sub-recipients to support successful implementation of the current and future programs. The Contractor will also support OCS in providing consistent data analyses and evaluation of the impact for various programs. Period of Performance- The contract will include a Base Period of 12-months and one (1) Option Period of 12-months, with anticipated start date on or about 20 September 2021. Place of performance- The Contract�s place of performance is intended to be at the Mary E. Switzer Building, Washington D.C., via remote locations, and at Contractor�s facilities.
