- The Defense Logistics Agency (DLA) - Energy - FESBB will be issuing a Request for Proposal (RFP/Solicitation) for Contractor-Owned Contractor Operated (COCO) fuel storage services in the Persian Gulf area (the area is defined as an area along the Persian Gulf, littoral south that includes Kuwait, Saudi Arabia, Bahrain, Qatar, and the United Arab Emirates). The requirement is for fuel storage and management services to include receiving, storing, protecting, and shipping of U.S. Government-owned aviation turbine product: Commercial Jet-A-1 receipt and storage and grade JAA (Jet A-1 with additives) for outbound shipping mode. Solicitation SPE603-21-R-0512 will be issued using best commercial practices and guidelines to meet the requirements of the Performance Work Statement (PWS). This requirement is to procure COCO fuel storage services with the capability to receive U.S. Government owned turbine aviation products (Commercial Jet A-1) via tanker/barge at pumping rates compatible with the mode of transportation tendered. The requirement also requires shipping of U.S. Government owned turbine aviation products (Commercial Jet AA (Jet AI with additives)) via tanker/barge at pumping rates compatible with the facility and mode of transportation tendered and provide facilities capable of injecting additives into Jet A1 (to regrade to JAA) during shipment of product via tanker/barge. The contractor will be responsible for the management, operation, maintenance, product quality surveillance, inventory control, accounting, security, safety, and environmental protection of the COCO facility on a 24 hour, 7 days per week basis. Storage requirements include adequate fill capacity for aviation turbine fuel: 1,200,000 barrels of Turbine Aviation, Military Grade Jet A-1. Total storage of 1,200,00 barrels (fill capacity) is required. A minimum of two tanks interconnected. All storage must be available and operational upon award at a single facility. This procurement will be unrestricted under NAICS code 493190 (Other Warehouse and Storage). The Government anticipates awarding a firm fixed-price contract.� The resultant contract will include a four-year base period of performance from May 17, 2022 through May 16, 2026, with a five-year option (from May 17, 2026 through May 16, 2031), in accordance with (IAW) FAR 52.217-9.� Additionally, an option, not to exceed six months (May 17, 2031 through November 16, 2031) IAW FAR 52.217-8, will be included.� This procurement will be solicited under full and open competition. The solicitation will be posted in the August/September 2021 timeframe and the Request for Proposal (RFP) will close about 45 days later. The solicitation will be published electronically on the SAM (System for Award Management) website at https://sam.gov/content/home. �Interested companies responding to the solicitation will be required to register in the System for Award Management (SAM) and Procurement Integrated Enterprise Environment (PIEE). This is not an RFP or a promise by the Government to pay for information received in response to this synopsis or any subsequent announcement.� This information is subject to modification and in no way binds the Government to award a contract.�
