Description
SYNOPSIS: The U.S. Army Corps of Engineer (USACE) Portland District intends to solicit construction firms who are interested in submitting a competitive firm-fixed-price proposal for this project. This PRESOLICITATION announcement is for the construction/modification of the The Dalles Lock & Dam Miter Gate Repair located at the Dalles Lock & Dam Project, Wasco County, OR. Project Scope: The U.S. Army Corps of Engineers, Portland District, has a requirement to Repair the Miter Gate at The Dalles Lock & Dam. There were repairs made to the miter gate in 2016/2017. The Dalles Miter Gates Repair work is to restore gate alignment and load path. The repair work includes adjustments to the miter block assemblies, modification of the existing concrete sill, and miter gate structural adjustments and or modifications. The miter gate structural adjustments may include gate tension adjustment and adjusting the gate alignment on the pintle, quoin, and or gudgeon assemblies. The miter gate modifications may include the installation of a torsion box between horizontal girders at the bottom of the gate, the removal and installation of horizontal girders at the top of the gate and removing and installing skin cover plates. Construction is estimated to take four to six weeks and is planned to occur in the late winter, early spring timeframe (i.e. January, February, March) 2022. The work schedule is 24 hours a day. Contractors need to be able to work in windy, freezing, winter conditions while providing safe access to and working conditions on the navigation lock floor. Acquisition Strategy: The solicitation will be an Invitation for Bid (IFB). The lowest price and pricing factors only will be used to evaluate proposals. The Government will include options in the IFB which shall be priced. This acquisition will result in a single fixed-price contract. Magnitude of Construction: The estimated cost of the project is between $1,000,000 and $5,000,000. Set Asides and Codes: This is a total small business set-aside. This effort is classified through the North American Industry Classification System (NAICS) under code 237990 - Other Heavy and Civil Engineering Construction. The Small Business Standard size ($39.5M). The FSC is Z1KA. Bid Procedures: The solicitation will be posted on the website, https://www.sam.gov/, once it is issued. Firms are requested to register electronically to receive a copy of the solicitation when it is issued. Bid Period: The solicitation is scheduled for release on or about 15 to 20 AUG 2021. The tentative date for receipt of proposals is on or about 15 to 20 SEP 2021. Plans and Specifications: The Plans and Specifications will also be posted on the website, https://www.sam.gov/, once it is issued. System for Award Management (SAM): Offerors must register in the SAM at https://www.sam.gov/portal/public/SAM/ prior to submission of bids and prior to receiving an award. Point of Contact: The USACE-NWP Contracting Office will be the sole point of contact for this action. THIS NOTICE IS NOT AN INVITATION FOR BIDS AND ANY BIDS RECEIVED AS A RESULT OF THIS PRE-SOLICITATION NOTICE WILL NOT BE ACCEPTED OR EVALUATED. THE GOVERNMENT RESERVES THE RIGHT TO CANCEL THIS SOLICITATION EITHER BEFORE OR AFTER THE CLOSING DATE.
